Our Association would like to
bring to the notice of the respected Postmaster
General, Dibrugarh Region, that with
reference to the letter No. 1 cited
above issued from Directorate , the
Rotational transfer orders were deferred
due to the threat of the pandemic COVID19 virus, which is an appreciable
decision taken by the Department Of Posts. As per the DOP order
No.12-1/2019-SBP –II (Pat-1) dated 19.05.2020, only the tenure completed transfer cases which do
not involve TA/TP are to be implemented within the same office
premises/divisions .With reference to the letter No. 2 cited above issued from
Directorate (1-a,c,f, 2 & 3) the tenure of the officials may be extended
till 31.3.2021 or until further orders.
Hence on behalf of AIPSBCOEA CHQ, it
is requested that the respected Postmaster General may kindly issue orders for exempting the SBCO staff especially Sri. Gajendra Pathak PA
SBCO Nagaoan HPO to relieve to the new place of posting at
Golaghat, which is nearly 390 kms from his native village , Nagarbera and also
a covid spread zone. The official being a Diabetic as well as Renal patient
could not move to Golaghat H.O. during this pandemic situation . (or) to allow
the official to join his home Division Guwahati
without TA and TP. This will not only avoid expenditure to the
department but also help to ensure the
safety of the employees to make them work with mental peace and efficiency during
this pathetic situation.

Best wishes to you . Our Association wants to bring the
following to your kind attention and
immediate action comrade.
1.
The Online check – off system for
verification of membership should not be implemented as the same has many draw
backs.( letter sent by AIPSBCOEA CHQ ,
dated 4.6.20 to the SG NFPE).
2. A
memorandum was given on 09.3.20 to the Secretary posts (one copy sent to the SG
NFPE) regarding 20 charter of demands of SBCO cadre along with the agitation
programmes from 20.4.20 to 18.5.20 . But due to the pandemic spread of the
Covid-19 virus the agitation programmes were postponed vide AIPSBCOEA CHQ
letter dated 13.4.20 and the appeal received from the Directorate dated 18.3.20
in which it was stated that all the demands are under consideration.
Hence
, it is requested that the 20 charter of demands may be settled immediately as
those are pending for so many years .
3. The
“very good” bench mark of APAR for grant of MACPs for the year 2016-2017 may be
relaxed as an one time measure to “good” as done up to the year 2015-2016.
Because so many officials were given “good” for the year 2016-2017 throughout
the country in the postal department unknowing about the consequences in future
by both the officers who awarded the bench mark and the officials; as the order
for the same was issued only after commencement of the financial year
2016-2017. If this is done as an one time measure many hundreds of officials
will be benefited.
4. The
payment of Rs.10 lacs to our Postal officials in case of death due to pandemic
Covid 19 virus should also be enhanced to Rs.50 lacs like other Government
officials facing this pandemic virus. A letter for insurance coverage of Rs.
50,00,000 to the officials was sent to the Secretary Posts by the AIPSBCOEA
CHQ, dated 13.4.20. Eligible family member of the official met with fatal
should be issued with posting orders employing them in our department relaxing
all the norms related to compassionate appointment even adjusting future
vacancies. ( a separate letter enclosed for the same).
I hope our Secretary General will take
up all the above issues to the appropriate forum immediately.

As all we know, the pandemic Corona –
Covid 19 virus hits the life of our Postal staff also and being a part of
Essential Service under Government of India, our people also become the victims
of this hardcore virus. Day by day the causalities of our Postal brethren is
increasing. Our NFPE being the hard working trade union for the welfare of our
Postal Employees shall not be silent spectators on this pandemic situation.
As per the announcement of Hon’ble
Prime Minister, the officials who are the warriors against this Pandemic virus,
if met with fatal, will be awarded Rs.50 lakhs to his next kith and kin.
Our Postal staff also will come under
the same category but we are not covered with that announcement of the Hon’ble
Prime Minster.
Our Association suggests the following
two items to be taken by our Federation with the Govt of India for immediate
action.

sustained terminal cardiac illness who needs proper care to save his life. The treatment of his father is going on at
Indore. The official has to frequently
visit Indore to attend his father for need of treatment & proper care.
It
is also stated that Shri Nitesh Meshram, PA (SBCO) has an eighteen months aged
baby and because of inforcement of Lockdown due to pandemic Covid-19, her
utmost care is essential which may continue for unlimited period.
It
is requested that under provisions of transfer guidelines issued by Postal
Directorate vide No. 141-141/2013-SPB-II Dt. 17.01.2019 Para X of A, there is a
positive consideration for those cases where the family members are suffering
from terminal illness.
It
is learnt that the official has a broad knowledge of computer application and
would be fruitful for the Indore SBCO to dynamic disposal of work in under
staffed situation.
It

Our Association would like to
bring to the notice of the respected Chief Postmaster General, Uttarkhand
Circle , that the SBCO officials who enter the department have very less
promotional avenues. The promotions available to them are the LSG,HSG II and
the HSG I Supervisory posts only. But to
the disappointment all the total 7 HSG I Posts are lying vacant, the
total 4 HSG II Posts are lying vacant
and out of the 5 LSG Posts only one post is filled up throughout the circle. This
obviously is putting work pressure and responsibility on the young
officials who have just entered the department and completed very few years of
service. They are shouldering the supervisory posts without being promoted and
without any monetary benefits.
Hence on behalf of AIPSBCOEA CHQ, it is requested that the respected Chief
Postmaster General may kindly approve
and release the LSG promotion list on regular/periodical basis and fill up all
the LSG POSTS lying vacant throughout the circle which will inturn pave way to
fill up the HSG II and the HSG I posts too without any vacancies. This will
not only be beneficial to all SBCO officials but also to the concerned SBCO units running
vacant without the supervisors.

The recommendations of the Committee meeting held on 12.03.2020 and the
Standard Operation Procedure as recommended by the Committee was mailed to all
the Service Associations vide the reference 1 mentioned above. The Suggestions of the AIPSBCOEA on the recommendations
of Committee for suggesting modifications and better system in verification
process for recognition of Associations are as follows:
On behalf of the All India Postal
SBCO Employees Association, it is suggested that the procedure for membership
enrollment, deduction of subscription, withdrawal and modification of
membership and verification process for recognition of Associations may continue manually as of now as per the
guidelines laid down in CCS (RSA) Rules-1993
and not to switch over to online system to avoid undue hardships to the
Associations concerned and its members.
The CCS (RSA) Rules -1993 is
followed since all these years which is very clear and distinct . Also there is
no confusion regarding membership verification or any difficulty in following
the same till date for any Association/Union even in this CSI environment as the rules are laid down very clearly and
easy to follow.
As mentioned in your letter under
reference 2 , the online system cannot be followed in the units where CSI is
not implemented , it will also disconnect
the relationship between the leadership and membership. The Withdrawal and modification should be
allowed only once in a year as per CCS (RSA) Rules and Enrollment of new
membership may be permitted throughout the year. The subscription should be
deducted every month and should be transferred to the union every month as per
the CCS (RSA) Rules -1993.
It is therefore, requested to kindly
do not switch over to online system and continue Check-off System as per
CCS(RSA) Rules. Hope our suggestions will be considered positively.
