LETTER TO THE CHIEF POSTMASTER GENERAL UP CIRCLE for consideration of inter & intra circle transfer cases of SBCO officials:-

Sub:   Regarding  consideration of inter r& intra circle transfer cases   of SBCO officials.

Respected Sir,

               Our Association would like to bring to the notice of the respected Chief Postmaster General, UP Circle that with reference to the letter No. cited above issued  from Directorate ,the Rotational  transfer orders are deferred due to the threat of the pandemic COVID19 virus, which is an appreciable decision taken by DOP. As per the DOP order No.12-1/2019-SBP –II (Pat-1) dated 19.05.2020, all the tenure transfer cases which do not involve TA/TP are to be implemented to the maximum possible. But it is disappointing that many of the request transfer cases are pending throughout the Circle which are yet to be disposed and officials to be posted  to their home regions/circles , which do not involve TA/TP  and  may be approved without  any expenditure to the Department.

             Hence on behalf of AIPSBCOEA  CHQ, it is requested that the respected Chief Postmaster General may kindly  approve all the  inter regional allotment cases within the circle and  inter circle request cases  and  issue instructions to all the Postmasters General  in the circle to dispose all such  pending  request transfer cases and relieve the officials to their parent regions/circles  which will be a boon for all the officials to work efficiently  with mental peace staying with their  beloved family members.

 LETTER TO THE CHIEF POSTMASTER GENERAL ASSAM CIRCLE REGARDING RELIEF OF ONE WOMAN OFFICIAL OF SBCO:-

Sub:   Regarding  relief of official approved for attachment to circle office.
Ref :  Letter No.Staff/21-14/2006  from O/o the CPMG, Assam Circle, dated at Guwahati the 20th March,                 
          2020.

Respected Sir,

               With reference to the letter No. cited above issued  from your good office, one Smt. Pallabi Bania Nath, PA SBCO, Mangaldoi Ho under SSPOs, Darang Division, Tezpur , is approved for  attachment at the O/o the Chief Postmaster General, Assam Circle, Guwahati against vacant post of PA for a period of one year without TA/TP.

               The official being a single mother of two children and a Diabetic patient taking treatment at Guwahati was unable to travel for so much distance to Mangaldoi Ho and narrating  her family situation and physical difficulties was approved with the above attachment order. It was clearly mentioned in the circle office order that the attachment is for one year and the official has to be relieved within 7 days from the date of receipt of the order. In this situation 2 months has lapsed since the order is issued. It is highly disappointing that a women employee who is already facing illness and managing her family and children singly  and exhausted all her leave due to unavailability  of transport at the juncture of lockdown is not yet relieved from the division to join the circle office vide your office memo number cited above. She is a member of the All India Postal SBCO Employees Association , Mahila sub committee of Assam Circle and unable to perform her union activities too due to this.

           Hence it is requested by the AIPSBCOEA CHQ, that the respected Chief Postmaster General, Assam Circle may instruct the SSPOs, Darang Division to relieve  Smt. Pallbi Bania Nath immediately so that she may join your good office considering her situation on humanitarian grounds.

But our Association would like to bring to the notice of the respected Chief Postmaster General that many of the request transfer cases are pending throughout the Circle both intra and inter circle cases which are yet to be disposed and officials to be posted to their home regions/Circles.

              It is highly disappointing that many intra circle transfer cases are lying pending for many officials who have requested for transfer from one region to another region within the circle. Also  the inter circle transfer cases are lying pending for many officials who have requested transfers to other circles like Bihar, Delhi, Uttarpradesh, Uttarkhand, West Bengal and Jharkhand Circles.

             Hence on behalf of AIPSBCOEA CHQ, it is requested that the respected Chief Postmaster General may kindly  do the needy to speed up the process of approval of  all the inter circle request transfer  cases by coordinating with the concerned circles and  issue instructions to all the Postmasters General  in the circle to dispose all the pending  request transfer cases both intra circle and inter circle and relieve the officials to their parent regions/Divisions  which will be helpful to many of the officials to work efficiently  with mental peace staying with their  beloved family members.

LETTER TO DIRECTORATE REGARDING ONE TIME RELAXATION IN RRs of HSG I and HSG II for SBCO:

Reference:- Association letter No.AIPSBCOEA/CHQ/one time relaxation in RRs of
                     HSG I and HSG II /2020 dated 20.1.2020. 

Respected Sir,

                           Our Association would like to bring to the kind notice of the honorable Secretary Posts, that in SBCO there are so many HSG I and HSG II posts lying vacantdue to  very few eligible officials in the feeder cadre of LSG posts. This creates a lot of problems in almost all units wherever the HSG I and HSG II posts are vacant as the junior officials who have just entered the Department are forced to look after the duties of the Supervisory (HSG I & HSG II) Posts and are overburdened. Hence our Association requests that one time relaxation in RRs of HSG I and HSG II Posts may be given for SBCO officials so that the eligible officials in LSG posts may be accommodated in the vacant HSG I and HSG II posts. Also the PA/SBCO will have promotional chances to LSG as a result of this.

                         Hence one time relaxation may be given in RRs of HSG I and HSG II for SBCO similar to the Postal and RMS side as the process for the same is going on. This will be a very big boon to the staff of SBCO for getting their promotions as their promotional avenues are very much limited as of now and ofcourse beneficiary to all units where there are vacancies in the Supervisory posts for smooth functioning of SBCO.
