                          On behalf of All India Postal SBCO Employees Association, a kind attention is invited towards the references and the subject cited above to bring SBCO under the control of GM PA & F.

 The SBCO and ICO(SB) branches were introduced in the Department of Posts bifurcating from Accountant General , Posts & Telegraph as per the order of AG P & T No. Admn. III/5(S)4A- KWiii/2806 Dated at Simla the 31st March 1964. The aim of the bifurcation was to transfer of Audit  and Accounting work to the HPO, in short to decentralize Audit and increase its effectiveness. Since then, SBCO has been performing the Audit and Account functions of the various POSB categories of accounts involving crores of Rupees of lacs of Depositors. The Savings Bank Control Organization was set up w.e.f 01.01.1960 with the approval of AG P & T, CAG and Ministry of Finance to ensure an On-Spot Checking over the work of Small Savings Schemes for audit & accounting, vouchers checking & reconciliation work vested within AG P&T which has its own separate identity other than existing PA Cadre in the Department being their nature of duties identical to the Audit & Accounts wing.

 Through an Act of amendment by Nodal Ministry (Ministry of Finance) Small savings Audit & accounting work was transferred from the Audit office to the Post Office in 1964 with formation of new nomenclature as “SBCO”.

             On similar lines the Account wing was also introduced in the Department of Posts w.e.f. 01.04.76 in the form of Office of Director of Accounts (Postal). Both the wings (SBCO & DAP) were previously part of AG P & T.

            Shri. J.S. Bhatia Member P & T Board (FD & AF) formulated a separate manual known as “Postal Manual of SB Control, Pairing & Internal Check Organization” for duties of SBCO staff headed by AO ICO(SB) on the pattern of P& T Audit.

 Prior to 1.8.1991, the existence of the SBCO cadres are as below,

 Of late an order was issued assigning the work of NSCs & KVPs to SBCO which was previously done by DAP w.e.f 01.07.2016 vide SB Order 06/2016 issued vide No.32-01/2016-SB Dt.21.01.2019. In our strong opinion, an robust internal audit should be mooted out for POSB like various audit organizations (ie) P & T audit General, Audit Civil Audit, Defence and Railway Audit, striving for the safety of public money.

 The term AUDIT defines “an official inspection of an organizations account by an independent body and it cannot be expected to detect every fraud”. Fortunately the work presently done by SBCO has still coincided with the definition of AUDIT. The SBCO cadre is treated as distinct category in the department so far. POSB is very large banking institution under the Department of Posts having crores of account holders and multi crores of rupees as investment by the people. Proper audit to POSB system is a must and inevitable.

           This Association would like to focus on the decentralization of the PAOs. As the staff of PAOs are not in favor of decentralization, I would like to express the willingness of the SBCO officials who are already established at the Head Post Offices level to perform the works to be assigned to the PAO staff after decentralization under the control of the concerned AO/GM PA&F. This will be very much apt, as both SBCO and PAO were bifurcated from the same parent organization AG P&T during 1960 and 1976 respectively as detailed above.  Both the wings are performing the same nature of Audit work, interlinked with each other in every way. SBCO is functioning at Hos and performing the checking and auditing work on behalf of PAO only.

           The SBCO officials may kindly be brought under the Control of GM PA & F which is our long pending demand. This will fulfill the staff shortage in PAOs and ease the process of decentralization as already the SBCO officials are established at all HPOs. Moreover, works related to POSB accounts (all SB Categories) including reconciliation is being allotted to and done by the SBCO officials on behalf of DAP. The SBCO officials are ready to take up any such works which is expected to be done by the officials of PAO after decentralization under the Control of GM PA & F.

       Hence, on behalf of All India Postal SBCO Employees Association, it is once again requested to bring SBCO under the control of GM PA & F not only to pave way for augmentation of Audit and Accounts but also for the amelioration of the Department.

 LETTER TO SECRETARY POST REGARDING MERGER ORDER DURING PERIODICAL MEETING:

             21.11.2022 and 06.12.2022.

                On behalf of the All India Postal SBCO Employees Association CHQ, the following suggestions are given with respect to the Directorate’s order regarding merger.

  Before effecting the merger order, the SBCO officials whose inter and intra circle transfer requests are pending may be considered and posted at their home divisions as a one- time measure.

 

I.                    For officials who opt for PA(PO):

      Suggestions:

 1.       The inter se seniority is to be maintained at any cost like that done during the merger of PA RLO and Post master grade I, II and III cadres and recently the proposed cadre management of MTS in Administrative offices  giving due concern to the service rendered by them to the department of Post and their personal feelings. Moreover, the option is being given by the Department only for merging the cadres.

 2.       The places of choice given by the officials may be taken into consideration during posting of SBCO officials who opt for PA (PO) ensuring the same.

 II.                  For officials who remain in SBCO:

Suggestions:

 1.       Cadre restructuring is to be done immediately to give a chance of promotion to the officials who will remain in SBCO before effecting the merger order. The PA (PO) officials have already got cadre restructuring benefit since 2017 but the SBCO officials with the same date of appointment of the PA (PO) have not yet received their LSG promotions and already facing monetary loss since 2017 due to non availability of LSG/HSG posts in SBCO. This will also fasten the process of reducing the PA(SBCO) cadre as those will be upgraded into LSG posts.

2.       After PA(SBCO) opt for PA(PO) those vacant posts shall be added to the strength of the respective Postal Division/Unit where SBCOs are located and such Postal Divisions/Unit shall be the feeder Division/Unit for posting manpower to SBCO against the posts. At the same time equal number of posts will be reduced from the strength of SBCO. This will reduce the posts for the officials who would like to remain in SBCO. Their movement during Rotational or request transfers will be restricted as the vacant posts already existing and created due to the movement of the officials to PA (PO) will be reduced and added to the Postal division.

       Hence, to avoid this loss which will be faced by the SBCO officials, after the PA(SBCO) opt for PA(PO),   

       the officials who remain in SBCO shall be given one time option to choose the place of posting in SBCO  

       and establish themselves, (which may be taken as a fresh tenure count) by initiating the rotational   

       transfer for the year 2023 by January ‘2023 so that in future all the PAs(SBCO) will have a chance to get    

       rotated among themselves and have places as per their choices for transfer/posting , after which the

       remaining posts in SBCO may be added to the Postal Divisions.

 The posts which fall vacant in SBCO due to merger with PA(PO) and already vacant which will be shown in the SBCO establishment as per the Directorate order may also be notified by RO/CO as usual for transfer/posting.

 The total establishment of PA(SBCO) may be notified during RT for posting and transfer of the SBCO officials by RO/CO. After filling up of the posts in SBCO as per the requests received from all the PAs(SBCO), if any posts are vacant (including LR posts) such post may be identified by RO/CO and intimated to the  concerned divisional head for giving manpower as followed now vide the SB Order 14/2015. This will help the PA(SBCO) for giving choices as per their wish in each RT, otherwise they will not have PA(SBCO) posts for giving choice. Moreover, the PA (PO) can be shifted to any other branch of the HO which cannot be done with the PA(SBCO). So, this RO/CO level transfer/posting  may be continued  as usual till the last PA(SBCO) exist to avoid the confusions and drawbacks of 50% division level establishment and 50% region/circle level establishment for transfer and posting. Provided, the divisional heads shall give manpower for all the vacant posts as per SB Order 14/2015 for smooth functioning of SBCO.

                                                               

III.                General suggestions: 

 1.       The future of PA (SBCO) working in ICO (SB) is not mentioned in the Directorate order dated 16.11.2022 may be clarified.

 2.       The future of the LSG/HSG officials may be clarified.

 3.       The In charge posts of SBCO may be identified and filled only by the SBCO officials who do not opt for PA (PO).

 4.       One option may be given to merge with Postal Accounts. No reply is yet received for the Association’s demand for giving the SBCO officials an option for merger with Postal Accounts. Hence, reply is sought regarding merger with Postal Accounts without further delay.

 5.       One option may be given for the SBCO officials to merge with PA (CO/RO) also as the identity of PA (CO/RO) is maintained separately vide point no. 3 of the letter dated 16.11.2022.

LETTER TO SECRETARY POST REGARDING IMPLEMENTATION OF JUDGEMENT BY CAT HYDERABAD:

 Ref: 1. Directorate letter No. F.No.02-17/2022-PAP dated 07th October 2022.

                         This is regarding Implementation of judgement dated 15.03.2022 by Honorable CAT Hyderabad in OA 706/2021. Shri. Y. Madhava Rao, Postal assistant, AP Circle filed OA 706/2021 before Honorable CAT Hyderabad bench, as his option to re-exercise pay fixation on coming over to 7th CPC on 28.10.2017, i.e. date of 2nd MACP, as per the provisions of DoE OM 4-13/17-IC/E-II A dated 12.12.2018 was denied by the Competent Authority.

 It was directed by the Competent authority vide the reference mentioned above that the applicant Shri. Y. Madhava Rao is eligible for re-exercising option to come over 7th CPC as on 28.10.2017, i.e. date of his 2nd MACP and to refix officials pay and allowance accordingly. AP Circle was requested to settle similar cases as per the clarifications provided earlier in this regard, thereby avoiding unnecessary litigations. A report on action taken by the AP Circle was asked to intimate to Directorate.

 Hence, it is requested by the AIPSBCOEA CHQ, that the above mentioned letter dated 07th October 2022 regarding implementation of the Judgement dated 15.03.2022 by CAT Hyderabad in OA 706/2021 filed by Shri. Y. Madhava Rao, AP Circle may be circulated to all the Circles, so that it will help to settle similar cases as per the clarifications provided in the letter.

                 On behalf of the All India Postal SBCO Employees Association CHQ, the following clarifications are sought with respect to the Directorate’s order regarding merger.

 It is requested that the cut-off date fixed for making requests may be extended further for a period of 3 to 4 months, so that a correct decision may be taken by all the SBCO officials regarding their future career.

 Before effecting the merger order, the SBCO officials whose inter and intra circle transfer requests are pending may be considered and posted at their home divisions as a one- time measure.

 I.                    For officials who opt for PA(PO):

 Clarifications sought:

     a. Whether the strength of the Postal division will be increased on Roster basis after transfer of        

         posts from SBCO, and if so, whether the present PA(SBCO) who opts for that division could be   

         accommodated consequently due to the Roster position?

      b. Whether the present PA(SBCO) who opt for PA(PO) will be merged/accommodated in the     

          concerned division as per the option given for sure.

      c. Whether the concurrence of the MOF and C & AG has been taken for merger   

          proposal as the proposal involves MACP and LSG promotions?

      d. Clarification regarding the LSG/HSG officials & posts of SBCO may be given.

        Suggestions:

 b. Whether the PAs continuing in SBCO can get regular transfer to a particular HO where the posts lying vacant (including LR posts) in SBCO and are transferred to division establishment?

       Suggestions:

 1.       Cadre restructuring is to be done immediately to give a chance of promotion to the officials who will remain in SBCO before effecting the merger order. The PA (PO) officials have already got cadre restructuring benefit since 2017 but the SBCO officials with the same date of appointment of the PA (PO) have not yet received their LSG promotions and already facing monetary loss since 2017 due to non availability of LSG/HSG posts in SBCO.

2.       As per the order all the existing vacant posts of PA (SBCO) cadre as on crucial date, i.e. 01.01.2023, and the posts held by the officials, who are allowed to switch over to PA (PO) cadre in Postal Operative Side, shall be added to the strength of the respective Postal Division/Unit where SBCOs are located and such Postal Divisions/Unit shall be the feeder Division/Unit for posting manpower to SBCO against the posts. At the same time equal number of posts will be reduced from the strength of SBCO. This will reduce the posts for the officials who would like to remain in SBCO. Their movement during Rotational or request transfers will be restricted as the vacant posts already existing and created due to the movement of the officials to PA (PO) will be reduced and added to the Postal division.

 Hence, to avoid this loss which will be faced by the SBCO officials, all the posts lying vacant in SBCO(including the LR posts) may be filled as per the requests already lying pending among the SBCO officials or through new recruitment as a one-time measure. After which the merger process shall be effected.

 The PA(SBCO) who opts for PA(PO) may be accommodated against the existing vacancies of the divisions opted as vacancies exist in every division and there will be very less number of SBCO officials in each division opting for PA(PO). The posts which fall vacant in SBCO due to merger with PA(PO) may be shown in the SBCO establishment and notified by RO/CO as usual  for transfer/posting.

 2.       One option may be given to merge with Postal Accounts. No reply is yet received for the Association’s demand for giving the SBCO officials an option for merger with Postal Accounts. Hence, reply is sought regarding merger with Postal Accounts without further delay.

 3.       One option may be given for the SBCO officials to merge with PA (CO/RO) also as the identity of PA (CO/RO) is maintained separately vide point no. 3 of the letter dated 16.11.2022.

 A meeting with the AIPSBCOEA CHQ has to be called before effecting the merger order by the Department.

LETTER TO SECRETARY POST REGARDING MERGER OF PA(SBCO) WITH PA(PO):

                 On behalf of the All India Postal SBCO Employees Association CHQ, the suggestions and grievances of the SBCO officials arised due to the above mentioned Directorate order regarding merger of PA (SBCO) with PA (PO) is brought to the kind notice of the Honorable Secretary Post. SBCO officials who were, are and will be the custodian of the amount in crores which is the hard earned money of the public and responsible for the smooth functioning of POSB under Department of Post should be given due consideration while taking any decision regarding the future of the Cadre by the Administration.

 The stand of AIPSBCOEA was to maintain separate identity of SBCO cadre or merger with Postal Accounts. But due to the demand of the rival unions for merger with PA (PO), some of our members also were misled and wished for merger thinking that all their problems will be solved after merger in spite of clarifications given by the CHQ, that it will create more problems and confusion only. So, our Association with heavy heart took the decision that those who wish to opt for PA (PO) may be given an opportunity and those who wish to remain in SBCO shall be allowed to continue. All our suggestions regarding the merger proposal was sent vide letter dated 17.05.2022. The demand of the rival union for merger at any cost only has led to this unjustified order and has put the future of all the SBCO officials and the career of SBCO cadre into trial as both have become a big question mark now.

 All the points in the Annexure A of the above mentioned order   were thoroughly  analysed and the following suggestions are given:

 In the above mentioned order it is proposed to merge the PA (SBCO) with PA (PO) with effect from 01.01.2023. As per Annexure A Point no. 1 c , the existing incumbents of PA (SBCO) may make a request in writing to switch over to PA (PO) cadre and such requests shall be received till 31.12.2022. But this time period is not sufficient for the officials of SBCO to decide their future course of action as many clarifications are being sought by them. Hence the cut-off date fixed for making requests may be extended further for a period of 3 to 4 months, so that a correct decision may be taken by all the SBCO officials regarding their future career.

 In the Point No. 1 d, it is mentioned that such officials who switch over to PA (PO) cadre shall be placed en bloc below all those officials of PA (PO)’s gradation list of the Circle as on 31.12.2022. This is against the nature of justice and really a humiliating order for all the SBCO officials who have served the department for many years. Denial of the inter se seniority with PA (PO) will make the order dated 16.11.2022 as a rule 38 order and not an order safeguarding the welfare and future of the SBCO officials. The AIPSBCOEA CHQ registers its dissatisfaction against the order. The inter se seniority is to be maintained at any cost like that done during the merger of PA RLO and Post master grade I, II and III cadres giving due concern to the service rendered by them to the department of Post and their personal feelings. Moreover, the option is being given by the Department only for merging the cadres.

 The places of choice given by them may be taken into consideration during posting of SBCO officials who opt for PA (PO).

 In the Point No. 1 f, it is mentioned that existing officials, who choose to continue in SBCO, will only be considered for promotion in the existing hierarchy in SBCO supervisory cadre, as per availability of posts. There are very few Supervisory posts in SBCO for considering their promotions. Hence Cadre restructuring is to be done immediately to give them a chance of promotion who remain in SBCO.

 In the Point No. 1 g, it is mentioned that all the existing vacant posts of PA (SBCO) cadre as on crucial date, i.e. 01.01.2023, and the posts held by the officials, who are allowed to switch over to PA (PO) cadre in Postal Operative Side, shall be added to the strength of the respective Postal Division/Unit where SBCOs are located and such Postal Divisions/Unit shall be the feeder Division/Unit for posting manpower to SBCO against the posts. At the same time equal number of posts will be reduced from the strength of SBCO. This will reduce the posts for the officials who would like to remain in SBCO. Their movement during Rotational or request transfers will be restricted as the vacant posts already existing and created due to the movement of the officials to PA (PO) will be reduced and added to the Postal division. Hence, to avoid this loss faced by the SBCO officials all such vacant posts may be notified during RT for posting and transfer of the SBCO officials. If the posts are vacant after such postings manpower may be given by the divisional heads like that followed now vide the SB Order 14/2015.

 In Point No. 1 h, it is mentioned that the posts vacated due to the retirement/promotion etc shall be added to Postal Divisions in the above manner ultimately entire strength of PA (SBCO) cadre would be added to the strength of Postal Divisions in due course even though the establishment (number of sanctioned posts) of SBCO Branch, as decided from time to time, will continue to remain the same for the purpose of posting of officials. In this case, to safeguard the welfare of the officials who remain in SBCO, all the posts may be notified for their RT or requests and the remaining posts may be filled by the divisional heads.

 In Point No. 1 j, it is mentioned that the posting of PA in SBCO will be done from Postal Divisions on tenure basis through Transfer and Placement Committee (TPC) of the Division. However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter , the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO. In this case, all the posts  vacant and due for transfer totally may be notified in RT for filling up of SBCO officials by the Circle/Regional Office and preference may be given to the SBCO officials first. Even if a post in SBCO is filled by a PA (PO) and place of choice is given by the SBCO officials due for transfer, it may be considered for the SBCO official by shifting the PA (PO) to some other branch of the HO as that  cannot be done with the SBCO official.

 The PA (SBCO) working in ICO (SB) is not mentioned in the Directorate order dated 16.11.2022 which has to be clarified.

 The LSG/HSG officials may also be given option for merger fixing inter se seniority with the LSG/HSG officials of PA (PO).

 The In charge posts of SBCO may be identified and filled only by the SBCO officials who do not opt for PA (PO).

 The SBCO officials whose inter and intra circle transfer requests are pending may be considered and posted at their home divisions before effecting the merger order as a one- time measure.

 Cadre restructuring need to be implemented immediately before effecting the merger order as the promotion avenues for the SBCO officials who would remain in SBCO has to be safeguarded. The PA (PO) officials have already got cadre restructuring benefit since 2017 but the SBCO officials with the same date of appointment of the PA (PO) have not yet received their LSG promotions and already facing monetary loss since 2017 due to non availability of LSG/HSG posts in SBCO.

 No reply is yet received for the Association’s demand for giving the SBCO officials an option for merger with Postal Accounts. Hence, reply is sought regarding merger with Postal Accounts without further delay.

 One option may be given for the SBCO officials to merge with PA (CO/RO) also as the identity of PA (CO/RO) is maintained separately vide point no. 3 of the letter dated 16.11.2022.

 Summarizing cadre restructuring of SBCO may be done immediately before effecting the merger order as already SBCO officials have lost their seniority since 2017 from which year PA (PO) cadre restructuring was done, inter se seniority may be maintained with the PA (PO) for the SBCO officials who opt for merger with PA (PO) at any cost. Preference should be given to the SBCO officials only during the transfer and posting even if the posts are filled by the PA (PO) by notifying the total number of posts (both vacant and due for transfer) by Circle/Regional office. Clarification regarding the LSG/HSG supervisory posts are sought before effecting the order. The time for giving requests may be extended for 3 to 4 months as the SBCO officials cannot take the correct decision within the short period of one month without knowing the clarifications for the above mentioned points as it would affect their future career.

 A meeting with the AIPSBCOEA CHQ has to be called before effecting the merger order by the Department.

 Hence, the AIPSBCOEA CHQ requests the respected Secretary Post to kindly consider all the  suggestions and address all the grievances of the SBCO officials before effecting the Directorate order dated 16.11.2022 regarding Merger of PA (SBCO) with PA (PO). Hoping that the department would assure that the welfare of each and every SBCO official would be safeguarded without affecting their career as each official of SBCO is well qualified, technically sound and dedicated and entered the department with many dreams about his/her future.

                 On behalf of the All India Postal SBCO Employees Association CHQ, it is brought to the kind notice of the Honorable Secretary Post about the unusual shifting of the SBCO branch of Alathur HO to Kollengode SO kerala circle.

 It is proposed by the Postmaster Northern Region kerala circle to shift the SBCO branch of Alathur HO to the new building at Kollenkode SO due to additional expenditure incurred for the rent of the existing building. But, it is learnt that the land lord has submitted willingness to rent out some additional space in the proposed building in same floor adjacent to already offered place for accommodation of SBCO for less thanRs. 4500/- rent which will be within the limit of regional head.

As per the SBCO Control procedure except for the designation of the SBCO officials all other rules relating to staff matters and working conditions are still remaining the same.

 In the SAVINGS BANK CONTROL PROCEDURE –Introduction Rule 3. Control Organisation — Organisation and significance :— The Savings Bank Control Organisationhas been set up in each Head Post Office to maintain control accounts of Savings bank and carry out day-to day checks of the work done by the SB Branch.

 The above mentioned space is to be provided for SBCO branch in the Head Post Office campus vide the Savings Bank Control Procedure.

 As per SB Order 4/2021 dated 08.03.2021: (Change of role of SBCO)

 2. Receipt of vouchers from the Head Offices:

 (i). The designated PA (SBCO) receives every morning from the HO SB Counter, duly entered in the voucher list (S.B-22) in duplicate, the following documents and vouchers in respect of S.B. transactions at the Head Office. (1) Long Book consolidation Report of the Head Office Transactions along with sealed voucher bundle. e) Any other document / list viz. undelivered / spoilt passbooks, unused cheque foils etc.

 (ii) The designated PA (SBCO) receives every morning from the Sub Accounts Branch of HO, duly entered in the Hand to Hand Receipt Book (MS'7), Long Book consolidations along with the sealed voucher bundles (Sub Offices and Branch Offices) in respect of POSB transactions at sub offices.

 (iii) The designated PA (SBCO) receives the documents viz spoiled passbooks for safe custody, unused cheque leaves, 'Will-Follow' vouchers etc, every morning from the designated PA of HO, who is authorized to receive and open the List of Documents from Sub Accounts Branch, duly entered in the voucher list (S.B-22) in duplicate.

 (iv). The designated PA (SBCO) will examine whether the Long Book Consolidation Reports bear signature of Postmaster/APM/DPM, date stamp of the offi.ce and number of vouchers written are tallied with number of physical vouchers available in the office wise (SOL ID wise) sealed voucher bundle. He wiII counter sign on each "Long Book Consolidation Report". In case of any discrepancy observed, SBCO PA will take to the notice of the Supervisor SBCO and hand over all the voucher bundles with Long Book consolidation report-BRN to Supervisor SBCO under acquittance.

 (v) The designated PA (SBCO) will check that if there is any manual correction in the printed copy of the Long Book Consolidation Reports whether the copy of the error and the order of the Competent Authority is attached with the voucher concerned and with the Long Book Consolidation Report.

 (vi) Supervisor SBCO wilI receive the voucher bundles from the designated PA (SBCO) and will then assign and hand over the voucher bundles to SBCO PA(s) according to MDW or availability of staff and workload.

(vii) In case of any irregularities noticed, PA SBCO will record objection in Objection register and send copy of Objection Memo duly signed by the Supervisor, SBCO, to concerned office.

 Now in the CBS- GL integration scenario the consolidation, vouchers and other related documents are received at the SBCO through the sub account branch of the Head post office on daily basis which is the important preliminary work of SBCO as mentioned in Rule 2 of the SB Order 4/2021 dated 08.03.2021 above.Only after receiving the returns, the work at SBCO branch will commence. But if the SBCO branch is shifted to Kollengode SO which is nearly 18 Kms from Alathur HO, it will surely affect the receiving of returns on timely basis and cause undue delay which will in turn affect the smooth functioning of the SBCO branch paving way to pendency of voucher checking. In long run if any “will follow” vouchers or documents prevail, it may not be detected immediately which may lead to some malfunctioning.

 The records of SBCO/record room should be under the personal custody of the SBCO supervisor with lock and key where the SBCO branch is functioning in the HO campus only.

 Hence, the AIPSBCOEA CHQ requests the kind intervention of the respected Secretary Post to issue instructions to the Postmaster General Northern Region, Kerala Circle  for the functioning of the SBCO branch at the place where the Alathur HO is to be established which is the correct and usual procedure to avoid undue delay in work. Moreover shifting of Alathur SBCO to some other SO will not only derail the functioning of SBCO but also set a wrong example to other HOs too which may please be stopped immediately and retain in the same campus where the HOis going to be established.
