 CONDOLENCES TO THE GREAT MILITANT LEADER COMRADE M. KRISHNAN

Comrades,

Comrade. M. Krishnan really made his life memorable in the hearts of the working class by the depth of his sincerity. There are no words to describe the loss caused by the sudden demise of the beloved comrade. Heartfelt tributes and Red salutes are paid by the All India Postal SBCO Employees Association. Com. M. Krishnan played a vital role in organizing our AIPSBCOEA 3rd All India Conference at Thekkadi, Kerala where he himself monitored all the arrangements personally and the 5th All India Conference at Haridwar, Uttarkhand from 5th to 7th July 2019.

The All India Postal SBCO Employees Association, expresses profound grief and shock at the sudden passing away of Comrade M Krishnan, former Secretary General Confederation of Central Government Employees and Workers on 28th February 2021 night at a Hospital in Kerala. He was in hospital undergoing treatment for Covid 19. His demise is a very big loss to the trade union movement in the country at this juncture.

 Comrade M. Krishnan who was called “ Krishnaeten” dedicated his life in moulding the Confederation of Central Government Employees and the NFPE movement. In 1974, he joined the kerala Circle Kasargod Division as a Postal Assistant. Com. Krishnan became the Secretary of the Kasargod branch, which was part of the then kannur division from 1976. He has been the Divisional Secretary of the P3 Union since the formation of the Kasargod Division in 1980. He served as the Divisional Secretary, President  NFPTE  Co ordination Committee Convener and Worker’s  Co ordination  Committee Convener  in Kasargod District till 1992. His headquarters  was shifted to Tiruvananthapuram when he was elected as P3 Circle Secretary in 1992. In 1996, he was elected as Convenor of the NFPTE State Co ordinating Committee and later State General Secretary of the Confederation. It was an era of intense struggles in Kerala Circle, in front of the PMG Office and against the contracting out of the AEGIS office.

 He proved to be an eminent leader and contributed a new direction to the NFPE and the Confederation at the All India level as he was elected as the All India President at the P3 Union’s Himachal Pradesh Conference. He was subsequently elected All India General Secretary of the P3 Union, Secretary General of the NFPE and Secretary General of the Confederation. He led a number of agitations at the All India level, including the 16 days strike exclusively for GDS employees. After retiring from service in August 2014, he joined CPI Kasargod District Committee as part of the General movement, along with the duties of the Confederation later he was shifted to Tiruvananthapuram in connection with the recently held local body elections as a member of the CPI (M) Chala area Committee took the helm of the election campaign and won a resounding victory of Com. Arya Rajendran , who was elected as the Mayor of Tiruvananthapuram. Although he vacated the post of Secretary General of the Confederation at the Nagpur Conference in 2020, he continued to lead the Central Employees movement as the Vice President of the All India Union. He has left his wife Smt. Sarojini (retd. from Indian Oversees Bank),  Anju Krishnan (Son, settled in Ireland)  Anjana Krishnan (daughter) with us.

 He led many struggles at Circle to National level. Numerous strike struggles, particularly by the postal employees at national level, braving many attacks and atrocities during last couple of decades are the examples of his effective leadership in the employees’ movement. 

He also took initiative in organizing effective solidarity actions for many struggles of various sectors.  He had been one of such leading personalities of Central Govt employees’ movement who contributed immensely during the span of around four and half decades of his active trade union life, to fully aligning and effectively involving the Central Govt employees movement with the united movement of the working class on all major policy issues thereby ,making the employees movement an integral part of the countrywide united struggles of the working class against neoliberal policy regime.   He had attended many international conferences of TUI Public Services and WFTU.

 AIPSBCOEA CHQ pays respectful homage to the departed leader and convey heartfelt condolences to his family and comrades. Red Salute to comrade M Krishnan.

GIST OF THE FEDERAL EXECUTIVE MEETING HELD ON 13.2.21 AT BANGALORE:-

Comrades,

The Federal Executive Meeting was held at Hotel Samrat Residency in Bangalore on 13.2.2021. All Federal Executives, General Secretaries, NFPE Office Bearers participated in the Meeting under the President ship of Comrade P.V. Rajendran, Secretary General  Comrade R. N. Parashar and Ex Secretary General Comrade C.C. Pillai.

 All the Agendas proposed were discussed in the meeting including their own sectional  issues  by all the  Office Bearers and General Secretaries . On behalf of the All India Postal SBCO Employees Association, the following points were discussed and placed at the apex body for necessary action:-

 1.    Any new proposals, schemes, SB Orders whenever introduced regarding any particular wing of the Department of Post , the concerned representatives of the Association to be called for discussion before implementation.

2.    A drive for Recruitments to be conducted as an one time measure to fill up all the vacant posts in all cadres including SBCO up to the sanctioned strength which will be a solution for many of the staff side problems.

3.    The  “very Good” bench mark for MACPs to be relaxed as it is the usual financial up gradation for completing 10, 20 & 30 years of service. The denial of MACP when LSG promotions are declined  is not correct , as LSG promotion is in no way connected with the regular financial up gradation under MACP for completing 10, 20 & 30 years of service . So, the financial up gradation under MACP should be allowed either the officials accept or decline their LSG promotion.

4.    The leave during the lockdown period to be regularized for all the officials who were unable to attend the office due to genuine reasons (unavailability of transport, identified as covid positive either self or family members, residence at containment zone). Exemptions to be granted to all the pregnant women &, physically challenged as per the instructions of MHA for whom the same is not granted. Compensation of Rs. 10,00,000 to be granted to the family of officials who lost their lives due to Covid-19, with compassionate appointment to one of the family member.

5.    Membership verification to be done by manual check off system as earlier and not through online system.

6.    One time relaxation in RRs of HSG II & HSG I posts to fill up all the Supervisory posts in SBCO cadre.

7.    Inter Circle transfer requests to be expedited in a systematic and quick manner to relieve the officials in time in all the Circles.

8.    SBCO officials not to be brought under contributory negligence in fraud cases as they are in no way connected with the monetary transactions done at the counter. SBCO  is purely doing the work of Audit only the next day (or) when they receive the returns after the transactions are completed at the counters . So, the money misappropriated to be recovered only from the primary offenders i.e. the maker-checker and not from the innocent officials in the name of subsidiary offenders. For any lapses in the work the CCS Conduct Rules may be applied for punishments. Hence SBCO officials should not be brought under contributory negligence.

9.    SBCO officials to be permitted for writing the PRS Group B Exams.

10. Cadre Restructuring to be done immediately for SBCO as per the suggestions given by the AIPSBCOEA CHQ.

11. SBCO to be brought under the control of GM PA & F with nomenclature change.

12.  Immunity from transfers to be granted to the Circle Office Bearers  of AIPSBCOEA in Circles like UP, MP, Assam, Odisha, Telangana as per the Directorate’s letter Nos. 69-18/70-SPB-I Dt.23.03.1973 & 02.01.1974  and No. X-12/1/2019-SPB-II Dt. 03rd June 2020.

13. Child Care Leave to be granted to women employees for all genuine reasons without denial of the same.

 Respected Sir,

 On behalf of the All India Postal SBCO Employees Association, the following items are placed for discussion in the Periodical meeting to be held with the Service Associations for necessary action Please.

 1.       Cadre Restructuring of SBCO :-

The Cadre Restructuring of SBCO may be done which is very eagerly awaited by each and every SBCO official. As the Department knows that the promotional avenues of SBCO officials are very less, the young officials joining SBCO with a lot of dreams and hope usually are forced to decline the LSG promotions due to non- availability of LSG Posts in their working / residing Regions/Divisions. Also there are only very few LSG, HSG II and HSG I Posts in SBCO in all the Circles. As of now SBCO is doing 100% voucher checking of all SB categories including the work of Certificates. Hence  Cadre Restructuring may be done by filling all the vacant posts of SBCO up to the Sanctioned strength and increasing  the Sanctioned strength of the SBCO units simultaneously increasing the number of promotional posts  according to the new ad hoc time factor as  additional works have been entrusted to SBCO after CBS & GL integration. The AIPSBCOEA CHQ has already submitted letters to the Department regarding Cadre Restructuring of SBCO vide letters dated 28.8.2019, 18.5.2020, 9.7.2020,13.7.2020,30.9.2020 & 29.1.2021 for reference.The Cadre Restructuring may be done based on the number of accounts justification and  Increase in the Sanctioned strength of  PA Posts due to entrustment of excess work after CBS after GL integration as mentioned in all the CHQ letters mentioned above.

 2.       Change of Control of SBCO to GM PA & F:-

Our Association wishes to point out that the duplicate accounting done by SBCO wing has been abolished with induction of CBS &Finacle in POSB banking operations. As such the SBCO wing is now entrusted with sole work of auditing of day to day transactions of POSB and Certificates by the latest orders. This work is being done by the SBCO on behalf of Postal Accounts at all the Head Post Offices.SBCO should be differentiated from the General line PAs by Nomenclature Change as the work done by the General line PAs are verified (or) inspected  and scrutinized by the SBCO officials. Now the Government/Department should take initiative to re-designate the SBCO wing as POSB Audit wing and rename its cadre as Auditors and make it as part of Postal Audit office. The nomenclature of the staff of present SBCO should be re-designated as   “Auditors”,  “Senior Auditors”, “ Chief Auditors” ,”Executive Auditors” and “Chief Executive Auditors”  as per the cadre/pay levels. The term AUDIT defines “an official inspection of an organizations account by an independent body and it cannot be expected to detect every fraud”. Fortunately the work presently done by SBCO has still coincided with the definition of AUDIT. The SBCO cadre is treated as distinct category in the department so far. POSB is very large banking institution under the Department of Posts having crores of account holders and multi crore of rupees as investment by the people. Proper audit to POSB system is a must and inevitable.

 As the SBCO is now under the control of the Divisional heads , the importance of audit and independent/fearless  functioning of SBCO is becoming a big question mark . It is repeated again that SBCO is performing all the work on behalf of Postal Accounts having similar nature of work. Hence as both DAP and SBCO were formed from the same AG P & T Audit , SBCO may be brought under the control of GM PAF which is our very important demand.

Time and again, our Association is demanding that the SBCO wing should be brought under

thecontrol of Director of Accounts (Postal) for effective functioning as both the wings are

Performingthe same nature of work and bifurcated from the AG P&T only. Of late an order was

issuedassigning the work of NSCs & KVPs to SBCO which was previously done by DAP w.e.f

01.07.2016vide SB Order 06/2016 issued vide No.32-01/2016-SB Dt.21.01.2019. In our strong

opinion, anrobust internal audit should be mooted out for POSB like various audit organizations (ie) P

& Taudit General, Audit Civil Audit, Defence and Railway Audit, striving for the safety of public

money.

 3.       Non- grant of immunity from transfer to the Circle Office Bearers of the Association in many Circles ( Uttar Pradesh, Madhya Pradesh, Odisha, Telangana, Assam ) :-

On behalf of the All India Postal SBCO Employees Association , the  issue regarding non grant of immunity from transfer to the Circle Office Bearers of the Association were even highlighted in the memorandum sent to Directorate dated 09.03.2020. The Directorate’s orders regarding grant of immunity to Circle Office Bearers of the Association is to be followed at all the Circles voluntarily by the Heads of the Circles, but inspite of claiming the same by the Circle Office Bearers and intervention of the All India CHQ many Circles are still not granting the immunity from transfer to Our Association’s Circle Office Bearers which is nothing but violation and disobedience of the               Directorate’s orders dated   07.12.1970 , 23.03.1973 and 02.01.1974& 03.06.2020.

 The activities and functioning  of the Association is very much affected due to non- availability of the Circle Office Bearers at the Circle Headquarters in many Circles like Uttar Pradesh, Madhya Pradesh, Odisha, Telangana, Assam )  Hence , the Honorable  Secretary Post may kindly look into the matter immediately and issue favorable orders/instructions to the Circle Heads to transfer the Circle Office Bearers  of AIPSBCOEA to the Circle Headquarters under immunity grounds which is the need of the hour for the smooth functioning of the Association.The letter from the AIPSBCOEA CHQ  alreadysent on 27.8.2020, 27.1.2021  regarding this issue.

Once again it is requested for a kind intervention and issuance of necessary  instructions to the Circle

Heads of ( Uttar Pradesh, Madhya Pradesh, Telangana, Odisha& Assam )by the Honorable

Secretary Post and grant immunity from transfer to the Circle Office Bearers of AIPSBCOEA.

 The first two items are the needs of the hour for the SBCO wing which will createan independent cell to perform the work on the spot without any fear of reprisal for pointing out the genuine mistakes and detection of irregularities spontaneously. The third item is very important for the smooth functioning of the Association and its activities without any difficulties.

 On behalf of the  All India Postal SBCO Employees Association , letters have been written for approval of the Cadre Restructuring for SBCO vide letter numbers Ref. No: AIPSBCOEA/CHQ/Cadre restructure/2019  Dated- 28.08.2019 and 18.5.2020. We thank the administration for accepting our demand to approve the same which will be very useful for the youngsters of SBCO.

 Our Association’s letters regarding suggestions of Cadre restructuring of SBCO dated 9.7.2020 and 13.7.2020 (Copies enclosed) were sent in which the earlier formation of SBCO , its purpose , nature of work and future role, Change of nomenclature, Change of Administrative Control were elaborated.

 With reference to the above mentioned letter 2  received from the Directorate, regarding Restructuring of Postal Accounts Office (PAOs) DAPs in view of CSI Implementation –  Minutes of 2nd Meeting held on 11th Sept, 2020 and now as the Cadre restructuring of PAO is in a final stage;some additional suggestions of AIPSBCOEA  for the Cadre Restructuring of SBCO and bringing the SBCO wing under the control of DAP (GM PA & F) is submitted for consideration of the same as both SBCO and DAP were part  of the AG P&T earlier and then bifurcated.

 Our Association would like to bring to the kind notice of the Department that a detailed letter citing the reasons for the  change of  Nomenclature  of SBCO as “AUDITORS” and bringing SBCO under the control of GM PAF was already sent on 25.11.2019 & 30.9.2020.

 Again Letters were written on behalf of our Association for “Change of Nomenclature as Auditors” and “Change of role and responsibility of SBCO , Post GL integration “ vide Letter number Ref. No.: AIPSBCOEA/CHQ/input/Suggestion/Change of role  dated- 25.11.2019 and 2.12.2019.

CHANGE OF NOMENCLATURE AS AUDITORS–AND BRINGING SBCO UNDER THE CONTROL OF GM PAF :

The SBCO and ICO(SB) branches were introduced in the Department of Posts bifurcating from Accountant General , Posts & Telegraph as per the order of AG P & T No. Admn. III/5(S)4A- KWiii/2806 Dated at Simla the 31st March 1964. The aim of the bifurcation was to transfer of Audit  and Accounting work to the HPO. Since then, SBCO has been performing the Audit and Account functions of the various POSB categories of accounts involving crores of Rupees of lacs of Depositors.

             The Savings Bank Control Organisation was set up w.e.f 01.01.1960 with the approval of AG P & T, CAG and Ministry of Finance to ensure an On-Spot Checking over the work of Small Savings Schemes for audit & accounting, vouchers checking & reconciliation work vested within AG P&T which has its own separate identity other than existing PA Cadre in the Department being their nature of duties identical to the Audit & Accounts wing.

 Through an Act of amendment by Nodal Ministry (Ministry of Finance) Small savings Audit & accounting work was transferred from the Audit office to the Post Office in 1964 with formation of new nomenclature as “SBCO”.

             On similar lines the Account wing was also introduced in the Department of Posts w.e.f01.04.76 in the form of Office of Director of Accounts (Postal).

 Both the wings were previously part of AG P & T.

             Shri. J.S. Bhatia Member P & T Board (FD & AF) formulated a separate manual known as “Postal Manual of SB Control, Pairing & Internal Check Organisation” for duties of SBCO staff headed by AO ICO(SB) on the pattern of P& T Audit.

Prior to 1.8.1991, the existence of the SBCO cadres are as below,

The role of SBCO officials may be redefined accordingly  to suit this CBS and GL integration scenario as written in detail by the Association in the above mentioned letters. The role of Auditors (SBCO officials) play an important role in the POSB checking/accounting/auditing which is to be redefined and modified so as to match with the current scenario.

  The administrative control of SBCO to be changed from the Superintendent of Post offices to the GM PAF which is our long lasting demand to work more effectively and independently.

Time and again, our Association is demanding that the SBCO wing should be brought under the control of Director of Accounts (Postal) for effective functioning as both the wings are performing the same nature of work and bifurcated from the AG P&T only. Of late an order was issued assigning the work of NSCs & KVPs to SBCO which was previously done by DAP w.e.f 01.07.2016 vide SB Order 06/2016 issued vide No.32-01/2016-SB Dt.21.01.2019. In our strong opinion, an robust internal audit should be mooted out for POSB like various audit organizations (ie) P & T audit General, Audit Civil Audit, Defence and Railway Audit, striving for the safety of public money.

In Finacle the SBCO Auditor’s manual issued by India Post reveals that all the transactions are to be verified by the SBCO staff or auditor and all SBCO staff/Auditors have to get login IDs from CEPT, Chennai to view LOT. These lines are incorporated in page No. 03 of the said manual. Accordingly, the entire Manual indicates the detective controls by SBCO/Auditor staff. In the Auditor’s Manual under the head “Detective Controls”-Comparison of Account number and amount in the voucher with LOT, it has been written as however, the SBCO staff or Auditor has to verify all the transactions from the vouchers received from the LOT available in the Finacle.

 In this context, it is a compulsory requirement that change of nomenclature as Auditor in place of PA(SBCO)  . Ultimately SBCO section is dealing entirely with the work of audit ie. down loading the data from Finacle and voucher checking with most concentration.

            The above suggestions will create an independent cell to perform the work on the spot  without any fear of reprisal for pointing out the genuine mistakes and detection of frauds spontaneously.

                 8. AIPSBCOEA/CHQ/Immunity from transfer/2020 dated 16.12.2020 to CPMG, Odisha Circle.

 Respected Sir,

                                      On behalf of the All India Postal SBCO Employees Association CHQ, it is brought to the kind notice of the honorable Secretary Post that many of our Circle Office Bearers are not granted immunity from transfer. Most of such cases were already brought to the notice of the Directorate. Once again the details of the cases are given below for a kind intervention and issuance of necessary instructions to the Circle Heads of ( Assam, Uttar Pradesh, Madhya Pradesh, Telangana, Odisha ):

 Smt.Rekha Swami, Circle Secretary of Madhya Pradesh Circle working at Vidisha HO seeking immunity from transfer to Head Quarter. Being a lady Circle Secretary , she is facing many difficulties in balancing her personal, official and union Activities due to non-grant of immunity from transfer.

 Shri.Krishna KumarAhirwar, Circle Treasurer of Madhya Pradesh Circle working at Hoshangabad HOseeking immunity from transfer to Head Quarter. The monitoring of subscription and financial matters of the Association is badly affected due to non-availability of Treasurer at the Head quarter.

 Shri.ShrikanthMallick, Circle Secretary  of Odisha Circle working at Cuttack GPO and Circle Treasurer  Shri. AlokaMallickworking at Jaipur HO  are not yet transferred to the Circle Headquarters under immunity  inspite of repeated representations from the Circle Association to the Regional/Circle Head. The total union activities of the Circle is affected due to non-availability of the Circle Office Bearers at Head quarter.

 One Smt. PallabiBaniaNathAssistant Circle Secretary of Assam Circle working in MangaldoiHO , Darang Division Tezpur  Assam Circle is not yet relieved to join the Circle Office under attachment since one year.Being a lady Office Bearer of the Association and a single parent of two children she is unable to perform the Association’s activities and manage her family due to her absence at Head quarter.

 Shri.DheerajShukla , Circle Secretary of UP Circle working at SitapurHO seeking immunity from transfer to Head Quarter. UP is a vast Circle and coordinating with all the members of the Association, organizing Programs & performing the activities of the Association is very difficult due to non-grant of immunity from transfer to the Circle Secretary.

 Shri.Kishan Singh, Circle Secretary Telangana Circle and Shri. Ravi Ranjan Circle President of TelanganaCirlce were transferred vide Rotational transfer order dated 31.8.20 of Telangana Circle even without completion of tenure in the name of interest of service. Both of them have obeyed the orders and joined the new place of transfer despite their personal , official and Association wise hard ships.Hence they may be transferred to the Head quarter in this RT 2021 to avoid undue difficulties in performing the Association’s activities.

 On behalf of the All India Postal SBCO Employees Association, all the above issues regarding non grant of immunity from transfer to the Circle Office Bearers of the Association were even highlighted in the memorandum sent to Directorate dated 09.03.2020. This is against the Directorate’s orders dated 07.12.1970 , 23.03.1973 and 02.01.1974& 03.06.2020.

 The activities and functioning  of the Association is very much affected due to non- availability of the Circle Office Bearers at the Circle Headquarters.  Hence , the Honorable Secretary Post may kindly look into the matter immediately and issue favorable orders/instructions to the Circle Headsto transfer the Circle Office Bearers of AIPSBCOEA to the Circle Headquarters under immunity grounds which is the need of the hour for the smooth functioning of the Association.

It is shocking that the Officials are being forced to join the Promotional postings inspite of their unwillingness to join the new Promotional posts by giving Declinations. The Postmaster Generals of both North and South Gujarat Regions have issued letters by giving timeline to join the new Promotional Posts and to report Compliance. This is against the Natural Justice as all the Officials will not be in a position to accept the Promotions.

 Many Officials usually will not be in a situation to accept the Promotions due to several Personal and general reasons . They or their family members may have health issues and under treatment for the same at the already established place, ( or)  the place of Promotional posting may be very far from their original place of posting where they would have established themselves in all ways and not in a position to move out in the mid way ( or) they may face monetary loss by joining the new Promotional Post . Hence rejecting the option of Declination is not an act of humanity as the Promotions should be in all ways favorable and cause an uplift in the career of the Officials and not be a Punishment to them causing a set back in their career.

 Hence ,on behalf of the AIPSBCOEA CHQ  it is requested that the respected Chief Postmaster General, Gujarat Circle shallconsider the representations of the SBCO Officials regarding places of posting if any or accept the Declinations of the Officials for not willing to join the new Posts of Promotions keeping in mind welfare of the Officials and their family members during this Pandemic spread situation.
