 Brief of the CWC and 7th All India Conference held at Nagpur:

The Central working committee meeting of the AIPSBCOEA was held at MLA Hostel, Civil line Nagpur, Maharastra on 28.01.2024. All the CWC members and Circle secretaries attended the meeting. Many important decisions were taken keeping in mind the future of the SBCO officials and the issues faced by them. The views of the Office bearers were heard and discussions made for taking final decision.

The 7th All India Conference of AIPSBCOEA begun on 29.01.2024 with Salutation of the National flag by our Ex. CHQ President Com. Srikanth Mallik followed by salutation of our NFPE flag by our NFPE President Com. Pradip U Khadse and our AIPSBCOEA flag by our CHQ President Com. Sanjib Barua.

 On behalf of AIPSBCOEA CHQ, respectful homage was paid to all Comrades, Trade Union Leaders, Political and social leaders and common man who lost their lives during the years from Jan’2022 to Dec’2023. Homage was paid to all the Martyrs.

The conference was inaugurated by Com. Pradip U Khadse President NFPE by lighting lamp. The conference was presided by the CHQ President Com. Sanjib Barua. Welcome address along with the present situation was briefed by the General Secretary Com. SHP. Jasmine Jalal Begam followed by the Presidential address. The Chief guest Com. Pradip U Khadse delivered his speech which was about the Government policies, departmental changes, issues of different wings, the updates regarding the derecognition of NFPE etc.

The Biennial report was submitted before the house by the General Secretary Com. SHP. Jasmine Jalal Begam followed by the financial report. Then our Ex. President Com. Srikanth mallik delivered his speech followed by the speeches of the special invitees of Nagpur from P3, P4, R3 and R4.

After   Lunch break, the delegate session started. All the delegates who took part in the session expressed their views and suggestions for the betterment of SBCO officials. Then the Biennial report and financial reports were approved by the house.

The General secretary elaborated on all the views and suggestions of the delegates and finally summarized the burning issues. Several important resolutions were passed unanimously by the house for the welfare of the SBCO officials.

The new set of All India office bearers were elected unanimously by the house and the conference was concluded finally.

Comrades, 
 
Smt. J. Charukesi CPMG Tamil Nadu Circle passed away on 19.12.2023. She was an eminent personality and inspiration to all, especially women comrades for her remarkable dedication towards work and other extra curricular activities. She was an intelligent person and easily approachable by all. She was well known for her positive attitude and active participation in all the Departmental programs. She was an officer who had concern for staff welfare and settled their issues whenever brought to her knowledge. She encouraged and motivated all staff during the circle excellence award function which we can never forget. 
 
Our heartfelt condolences to her bereaved family members on behalf of AIPSBCOEA CHQ.
 
 May her soul rest in peace.

  Respected Sir/Madam,

                          On behalf of All India Postal SBCO Employees Association, the following subjects are submitted for the upcoming periodical meeting:

                                                                                               

1.     1.After merger vide the above references 2 and 4, all vacant posts including the merged posts are to be shown only in the SBCO establishment. So, it is requested that the total posts which are vacant or due for the same (including vacancies arised due to merger also) in the SBCO establishment is to be notified for the SBCO officials during transfers/postings/promotions. These vacant postsnot to be merged with Divisional establishment till a single PA SBCO remain in that circle. This is very necessary because the SBCO officials recruited for SBCO and remaining back are not able to give places of their choice during transfers/postings and are experiencing mental agony due to this restriction of movement which is but their right by all means and are eligible for preference as mentioned in the Directorate order dated 16.11.2022 – Annexure A modality 1j. If only one PA SBCO remain in acircle will he/she will not be transferred throughout his career due to nonavailability of post? This is against nature of justice as the PAs SBCO are eligible for giving places of choices for all the vacancies in SBCO.

 2.     Almost all the SBCO officials including PAs SBCO/LSG/HSG II/HSG Iwho are remaining in SBCO approximately 200 -300 all over India are ready to get absorbed in the Postal Accounts Offices and are not willing to get merged with PAPO. Hence, it is requested that those officials may be absorbed at Postal Account Offices. This is also a very long pending demand of our CHQ as detailed in all the references above in references 5 to 7.

 The procedure for the Absorption of PAs SBCO to Postal Accounts Office is clearly mentioned in the Dureja IV SBCO CONTROL PROCEDURE as below:

MISCELLANEOUS STAFF MATTERS RELATING TO S.B.C.O.,

PAIRING AND INTERNAL CHECK ORGANISATION

“23. Transfer of UDCs, Junior Accountants and LDCs working in the S.B.C.O. and Circle Offices and in the offices of Postal Accounts Wings and vice-versa.:-1 am directed to state that the question of laying down guidelines for transfer of UDCs of Circle Office/S.B.C.O as Junior Accountants in the offices of the Postal Accounts Wing has been under consideration and after careful examination the following decisions have been taken:-

(1) The U.D.C.s working in SBCO/Circle Office can be allowed transfer as Junior Accountants against the D.R. quota in the Postal Accounts Wing provided the officials are graduate. Such transferees will have to pass the confirmatory examination for their permanent absorption in P.A. Wing .The seniority for promotion to the 80% Higher Grade will count from the date of their joining the Postal Accounts Wing and alter they pass the confirmatory examination. However, such cases of transfer will have to be referred to Directorate for approval.

(2) Mutual transfer between UDCs of Circle Office/SBCO) and Junior Accountants of Postal Accounts Wing can also be allowed subject to the conditions mentioned in Para-1 above, and subject to the stimulation that the JA will occupy the UDCs position on the seniority list of UDCs.

(3) Heads of Circles are permitted to allow mutual transfer between LDCs of Circle Office/SBCO and LDCs in Postal Accounts Wing.

(4) The Heads of Circles can also permit transfer of LDCs of Circle Offices/SBCO to the Postal Accounts Wing and vice versa under rule 38 even without mutual exchange.

 3.     The merger order of PA SBCO with PA PO has almost dismantled the SAVINGS BANK CONTROL ORGANISATION and the purpose of its formation is defeated. This is because the POSB set up in which crores of public money is involved is now going to be handled by everyone (open to all), which is highly risky. One official who works in counter can work in SBCO who can surely misuse the opportunity to manipulate the vouchers even though a tenure break is given. As of the data obtained from Directorate 68% of PAs SBCO have already merged and then extension had been given again for giving option in which nearly 20% have merged. This has created a confusion and pressure among the remaining SBCO officials and feeling as if they are being forced to leave SBCO. It is very much astonishing as to why the Administration is ready to dismantle the setup of SBCO which was formed with the approval of AG P & T, CAG and Ministry of Finance to ensure an on-spot checking over the work of small savings schemes for audit & accounting, vouchers checking & reconciliation work vested within AG P & T which has its own separate identity unlike the PA Cadre in the Department being their nature of duties identical to the Audit & Accounts wing.

 Hence, it is requested either to repatriate the whole SBCO setup (or) to bring the SBCO units under the control of GM PA & F (OR) TO ABSORB THE SBCO OFFICIALS REMAINING TOTALLY INTO THE POSTAL ACCOUNTS OFFICE which is our very very long pending demand.

 Respected Sir/Madam,

                          On behalf of All India Postal SBCO Employees Association, a kind attention of the Honorable Secretary Posts is invited towards the reference and the subject cited above with regard to difficulties faced by the officials who are remaining in SBCO consequent on the orders issued by Directorate on 16.11.2022 under reference 1 above.

                           As per the Annexure A point no 1 j of the Directorate order dated 16.11.2022  Notification has to be issued by the Circle office followed by all the Regions of the Circle for Rotational transfers of SBCO officials who are remaining in SBCO and are due for their transfers.

                        Annexure A point no 1 j of the Directorate order dated 16.11.2022 read as:

 However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter, the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO.

                       But, it is surprising that instead the postings of PAs are done in SBCO branch by the Divisional heads/Heads of Units which is against the Directorate order point no 1 j of Annexure A mentioned above and against the nature of justice.

                        Hence, it is requested for the personal intervention of the respected Secretary Posts to issue instructions to the Circles as to streamline the Rotational transfer process for the officials who are remaining in the PA SBCO cadre as per the above Directorate orders w.r.t RT Notification already issued and posting of PA SBCO in their places of choice; after which the remaining vacancies in SBCO are to be filled by the Divisional Heads/Heads of Units. All the vacant posts including the posts of PAs SBCO who have opted for merger have to be notified for the PAs SBCO remaining during each transfers/postings i.e. RT. All the posts in SBCO establishment has to be considered for the SBCO officials only first, and filled according to their choices of preference. Then the remaining vacancies may be filled by the divisional heads.

 In spite of so many letters written by our AIPSBCOEA CHQ, there is no clear guidelines/clarifications given for the PAs SBCO who are remaining back in SBCO w.r.t their transfers/postings/promotions. There is no clarification for PAs SBCO remaining in the Directorate order dated 23.12.2022 mentioned in the reference 2 above.

 The following requests/demands are made by the SBCO officials who are remaining in SBCO:

 Respected Sir/Madam,

                          On behalf of All India Postal SBCO Employees Association, a kind attention of the Honorable Chief Postmaster General is invited towards the reference and the subject cited above with regard to issuance of Notification for PA SBCO due for Rotational transfer vide the orders issued by Directorate on 16.11.2022.

                      4. Letter No. STC/36-160/21 dated at Chennai 600002 the 16.03.2023 issued by the O/o                               the CPMG, Tamil Nadu Circle.                 

Respected Sir,

                          On behalf of All India Postal SBCO Employees Association, a kind attention is invited towards the references and the subject cited above to bring the PAs who are remaining in SBCO under the control of GM PA & F by absorbing them to Postal accounts wing.

           This Association, has already expressed the willingness of the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) who are established at the Head Post Offices level to perform the works to be assigned to the PAO staff after decentralization under the control of the concerned AO/GM PA&F vide the reference 1 and many other such letters before. This will be very much apt, as both SBCO and PAO were bifurcated from the same parent organization AG P&T during 1960 and 1976 respectively as detailed above.  Both the wings are performing the same nature of Audit work, interlinked with each other in every way. SBCO is functioning at Hos and performing the checking and auditing work on behalf of PAO only.

                   The SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) may kindly be brought under the Control of GM PA & F  by absorbing them directly to the Postal Accounts wing which is our long pending demand. This will fulfill the staff shortage in all the PAOs. Moreover, works related to POSB accounts (all SB Categories) including reconciliation is being allotted to and done by the SBCO officials on behalf of DAP. The SBCO officials are ready to take up any such works which is expected to be done by the officials of PAO after absorption into Postal Accounts.

                     No reply is yet received for the Association’s demand for changing the control of SBCO officials to GM PA&F sent vide letter No  AIPSBCOEA/CHQ/Proposal for change of control of SBCO to GM PA & F/2022 Dt: 26.12.2022.

                     At this juncture some of the Circles have called for willingness of officials to work at the O/o the GM(PA&F) on deputation basis : for instance Letter No.STC/36-160/21 dated at Chennai 600 002 the 12.01.2023 issued by the O/o the CPMG, Tamil Nadu Circle, Chennai 600 002 mentioned in reference 2 above.

                          Also orders are being issued for attachment of officials from PA and SA cadre to O/o GM(PA&F), Chennai-600008 vide the reference 3 mentioned above.

                     Our Association is demanding that all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) who are already well trained in auditing the accounts of all the POSB categories of DOP may be brought under the control of GM PA&F by absorbing them to PAO and are willing to perform any audit and accounts work expected to be done by the Postal accounts officials. This is the right time wherein all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) who are remaining in SBCO Cadre after merger may be brought under the control of GM PA&F by absorbing them totally into PAO not only to meet the long pending demand of the Association but also to fulfill the staff shortage experienced in all the PAOs to strengthen the Accounts and Audit of the Department of Posts.

                    There is no need of any specialized training to the SBCO officials as already all of them are well versed with auditing and accounting work. After absorbing all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) into Postal Accounts wing for utilizing them effectively to strengthen the Audit and Accounts, the total SBCO establishment may be added to the divisions which is the ultimate expectation of the Department. This can be done without much dislocation or difficulty, as only very less number of SBCO employees are left over in the cadre throughout the country after merger.

                 Hence, on behalf of All India Postal SBCO Employees Association, it is once again requested to absorb all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) remaining after merger in SBCO into the Postal Accounts wing under the control of GM (PA&F). This will not only to pave way for augmentation of Audit and Accounts but also for the amelioration of the Department. This step of absorption of all the SBCO officials into the Postal Accounts will be a milestone in the Audit and Accounts wing as the same will enhance the safety and security of public money invested, ensure proper auditing of the Departmental income and expenditure, meet the staff shortage of all the Postal Accounts wing and ultimately fulfill the expectation of the Department and the long pending demand of our Association.
