Respected Sir/Madam,
Our Association would like to bring to the notice of the respected Chief Postmaster General, West Bengal Circle , that the SBCO officials who enter the department have very less promotional avenues. The promotions available to them are the LSG, HSG II and the HSG I (Supervisory posts) only. But to the disappointment all the total 10 HSG II Posts in SBCO are lying vacant. This obviously is putting work pressure and responsibility on the young officials who have just entered the department and completed very few years of service. They are shouldering the supervisory posts without being promoted and without any monetary benefits.
Hence on behalf of AIPSBCOEA CHQ, it is requested that the respected Chief Postmaster General may kindly approve and release the LSG, HSG II & HSG I promotion list on regular/periodical basis with the eligible officials and fill up all the Supervisory Posts lying vacant throughout the circle . Now that 3 LSG officials are eligible for their HSG II promotion, necessary training may be given to them and DPC may be convened for release of their promotion orders. This will not only be beneficial to all SBCO officials but also to the concerned SBCO units running vacant without the supervisors.

On behalf of AIPSBCOEA, we strongly register our objection to the recommendations of the Cadre restructuring Committee report dated 28.01.2026. The remaining /left out Cadres like RMS and CO/RO have been considered and examined in detail by the Cadre restructuring Committee. All the representations from unions and associations were also considered.
But the SBCO Cadre is totally and deliberately neglected by stating that in the year 2023 the SBCO and FPO cadres were merged into the Postal side to form a unified cadre of Postal Assistants. This is not true as many of the PAs SBCO and Supervisors SBCO are still remaining in their original cadre of SBCO.
Our Association registers its objection regarding merger of the RMS and CO/RO cadres and the nomenclature as india post associate. This is because, after merger the SBCO cadre and the officials remaining in SBCO are facing many problems during transfers, promotions and even for completing the day to day work without pending due to shortage in the SBCO units. In spite of all these, the work load of SBCO is being increased by effecting new SB Orders like SB Order 12/2025 issued recently.
The Committee report speaks about the limited promotional opportunities of RMS and CO/RO officials but not a single word about the remaining PA SBCO and Supervisors of SBCO. This step motherly treatment was done in the year 2022, when in spite of the strong objection registered by our Association several times regarding merger of PA SBCO Cadre which will dilute the Audit work of POSB, all officials were more or less compelled to merge by giving options again and again stating that the option will not be given again for merger with PA PO. Even though our Association finally accepted the merger proposal with several demands and suggestions, not even a single demand was accepted and implemented. The merger was done simply and abruptly without considering the future of the remaining PAs SBCO and Supervisors SBCO, their Sanctioned posts, promotional hierarchies, Recruitment Rules, defined roles of officials across various grades, stagnation profiles, long vacant posts, financial implications, functional responsibilities, and the impact of new departmental initiatives.
Our Association has written several letters for Cadre restructuring of SBCO right from the implementation of Cadre restructuring of Postal side during 2016. The Postal side PA officials have already got their HSG II promotions and even due for HSG I promotions. But in SBCO many officials have retired as PAs SBCO itself and many have merged with Postal side without promotions. Now that very few remaining back – these officials are totally neglected as said above.
The Charles Lobo Committee recommendations for Cadre restructuring were very much relevant and beneficial to all the cadres, especially to SBCO cadre -as the committee designated SBCO officials as Auditors knowing their importance. But the committee report was not implemented. Now, the present Committee report has completely neglected SBCO officials remaining, closing all their channels of promotions and future career.
The Committee has proposed to increase the supervisory posts in CO/RO units to 16.66% of the existing cadre strength. Our Association has already demanded for merger of remaining SBCO officials (PAs SBCO & Supervisors SBCO) with GM PA & F as both wings are performing similar Audit nature of work. (OR) it is suggested to merge the remaining SBCO officials ((both PA SBCO and Supervisors) with CO/RO and the cadre restructuring may be implemented at Par with CO/RO.
It is an Universal truth that no financial Organization can function without an audit wing. SBCO being the audit wing of POSB (Post Office Savings Bank) is to be strengthened and the SBCO officials should be given more importance unlike the other Cadres. The SBCO plays an important role in protecting crores of hard earned public money by monitoring whether the SB Orders/Rules/Procedures are being followed by raising objections strictly. This act will not only prevent loss to the Department of Post but also safeguard & secure the public money creating a strong line of confidence among the public. This will automatically prevent frauds in POSB.
The number of LSG, HSG II & HSG I posts are to be increased in SBCO and HSG I NFG posts are to be created according to the number of officials in the feeder cadres through Cadre review to enable promotional opportunities to the remaining SBCO officials. This is because, there are very few HSG II and HSG I posts in all the circles leading to stagnation of promotions.
The Supervisory posts of Tamil nadu Circle for example:
LSG - 43
HSG II - 18
HSG I - 5
Posts are only there in SBCO wherein the 43 LSG officials will not get their HSG II promotions and obviously their HSG I promotions throughout their career due to very few Higher selection grade posts in SBCO. The above imbalance in the number of supervisory posts prevail in all the circles.
It is requested to MERGE THE REMAINING SBCO OFFICIALS WITH GM PA & F (OR) merge the SBCO Cadre officials (both PA SBCO and Supervisors) with CO/RO. The Cadre restructuring of the remaining SBCO officials is to be done for creating a broader pool of supervisory posts, facilitating balanced career progression, optimum utilization of manpower and promote faster and more equitable promotions among officials of SBCO. The intention of our Association is to increase the number of Supervisory Posts (LSG, HSG II & HSG I) by upgrading the posts of all the PAs SBCO with minimum 5 years of service to LSG, increasing the HSG II & HSG I posts as per the number of officials in the feeder cadre and resolving the issues relating to transfers after consulting with our Association.
On behalf of AIPSBCOEA, it is requested to arrange one meeting with our Association, before taking any final decision regarding cadre review.

It is requested that the officials who have been selected may be ordered to join their places of posting before 31.12.2025.
This will increase the number of IP vacancies for the year 2025 for the officials who have appeared in the LDCE for the promotion to the cadre of Inspector Posts for the vacancy year 2025 held on 29th and 30th November 2025. On behalf of AIPSBCOEA, it is brought to the kind notice of the respected DDG FS madam regarding SB Order 12/2025 dated 15.09.2025, (Point no. 5 - Check by SBCO at Head Post Offices).
SB Order 12/2025: Point No. 5. Check by SBCO at Head Post Offices is read as :
“The CBS data accounted in the Daily Cash Book at HO shall be verified by the SBCO with reference to the Transactions done at the post Offices under the HO jurisdiction to ensure 100% accuracy in the accounted figure, for which a detailed SOP will be provided in due course. ln the meantime, the reports available in Finacle and that accounted in HO Daily Cash Book, may be verified.”
It is three months since implementation of APT 2.0 and the SOP – Standard Operating Procedure is yet to be issued. The checking of cash book could not be done by SBCO due to unavailability of proper SOP. Hence, it is requested to issue the SOP to avoid the pendency in verification of cash book and last minute rush Please.

Respected Sir/Madam,
The Resolutions of the Central Working Committee Meeting which was held at Tirupati on 29.08.2025 and 30.08.2025 are as follows:
1. Request to bring SBCO officials under the control of GM PA & F/Merger with DAP:
This Association would like to focus on the decentralization of the PAOs. As the staff of PAOs are not in favor of decentralization, I would like to express the willingness of the SBCO officials who are already established at the Head Post Offices level to perform the works to be assigned to the PAO staff after decentralization under the control of the concerned AO/GM PA&F. This will be very much apt, as both SBCO and PAO were bifurcated from the same parent organization AG P&T during 1960 and 1976 respectively as detailed above. Both the wings are performing the same nature of Audit work, interlinked with each other in every way. SBCO is functioning at HOs and performing the checking and auditing work on behalf of PAO only.
The SBCO officials may kindly be brought under the Control of GM PA & F or merge them with GM PA & F, which is our long pending demand. This will fulfill the staff shortage in PAOs and ease the process of decentralization as already the SBCO officials are established at all HPOs. Moreover, works related to POSB accounts (all SB Categories) including reconciliation is being allotted to and done by the SBCO officials on behalf of DAP. The SBCO officials are ready to take up any such works which is expected to be done by the officials of PAO after decentralization under the Control of GM PA & F.
No reply is yet received for the Association’s demand for changing the control of SBCO officials to GM PA&F. A letter regarding change of control of the SBCO officials to GM PA&F was already sent vide letter No AIPSBCOEA/CHQ/Proposal for change of control of SBCO to GM PA & F/2022 Dt: 26.12.2022. Our Association is demanding that all the SBCO officials may be brought under the control of GM PA&F and are willing to perform the works expected to be done by the Postal accounts officials after decentralization as the staff of PAO are unwilling for decentralization. We SBCO officials are already decentralized and our works are similar in nature with that done by the PAO officials, hence all the SBCO officials may be brought under the control of GM PA&F or merge with GM PA & F, not only to meet the long pending demand of the Association but also to fulfill the staff shortage experienced in all the PAOs and strengthen the Accounts and Audit of the Department of Posts.

2. Request to merge SBCO officials with PA CO/RO:
It is requested to merge the SBCO officials with PA CO/RO as there are only very few SBCO officials remaining in each circle, even in single digit in many circles. All the PAs SBCO and LSG, HSG II & HSG I Supervisors remaining in SBCO may be merged with PAs CO/RO and LSG, HSG II & HSG I officials of CO/RO as already SBCO is a circle cadre and transfer and posting orders are issued only by the Regional offices.
This will pave way for filling up the vacancies in CO/ROs of all the circles. Thereafter, merger of SBCO officials, the SBCO unit may be totally brought under the divisional control and manned by general line PAs as a whole which is the ultimate intention of the administration.
As of now SBCO is manned by both PAs SBCO and general line PAs with and without Supervisors SBCO which is creating a confusion and very difficult to handle the day to day work and role of SBCO. This is leading to unsatisfactory work and increase risk to the SBCO officials.
Hence, all the SBCO officials including (PAs SBCO, LSG, HSG II & HSG I Supervisors) may be merged with PAs and LSG, HSG II & HSG I officials of Circle office/Regional office for a healthy and efficient working atmosphere.
3. Request to stop recovery imposed on SBCO staff in the name of contributory negligence:
On behalf of AIPSBCOEA, it is brought to the kind notice of the Honorable Secretary Post about the irregular recovery of many Lakhs of Rupees imposed on the SBCO staff in the name of Contributory negligence which is recently becoming a burning issue in SBCO cadre as if it is a punishment for serving in the Department of Post in spite of being honest, very much qualified with so many professional/master degrees and dreams about their future career ; for the intentional misappropriation of some other delinquent officials who cause the pecuniary loss to the Government.
(i). Inspite of the D.O.No. INV-17/18/2021-INV-DOP Dated 29.11.2021 issued by the Director General- the same is not being followed and in each and every fraud case the innocent SBCO officials are being trapped and imposed penalty of recovery in the name of contributory negligence which has to be stopped immediately.
(ii). As per the D.O. No. INV-17/18/2021-INV dated 05.08.2025 from DG Post to the CPMG Gujarat Circle, “there is inordinate delay in finalization of disciplinary proceedings against the principal offenders and recovery of loss from them. It was also emphasized that immediate appropriate action under the Revenue Recovery Act (or similar provisions in respective States) is to be initiated against the main or Co-offenders, even when they possess movable or immovable assets/ In a majority of cases, the actual recovery from the primary offenders has been minimal or negligible, despite their direct involvement in the misappropriation. In several cases, accountability appears to be placed on subsidiary offenders through recovery actions, often without adequate assessment of their actual contributory negligence. This not only results in avoidable litigation before judicial forums such as CAT and Courts, but also undermines the credibility of the disciplinary process It may be recalled that this issue was addressed earlier vide DG (Posts) D.O. letter No.INV-17/18/2021-INV-DOP dated 29.11.2021. All possible efforts must be taken to recover misappropriated amounts from the main and co-offenders. The letter also warranted the urgent and personal intervention of the CPMG with particular emphasis on initiating recovery of misappropriated funds from the main and co-offenders through all legally available avenues, including action under the Revenue Recovery Act.”
The SBCO staff should not be brought under recovery in misappropriation cases as they do not contribute either directly or indirectly to the fraud and SBCO staff may be exempted from contributory negligence as they are not involved directly in monetary transactions.
Hence, all the Circle Secretaries are advised to bring any such cases against the SBCO staff to the notice of the Regional PMGs/CPMG and if not settled finally to the General Secretary for taking up such cases with Directorate.
4. Request to upgrade all PAs SBCO Posts with minimum 5 years of service to LSG:
Our Association likes to draw your kind attention towards the promotional avenue w.r.t PAs SBCO. As of now, there are very few PAs SBCO throughout the country after giving merger options many times. This Association has been demanding for Cadre restructuring since more than ten years which is the only hope for the promotional avenue to PAs SBCO. But this demand is not yet being implemented till date. All general line PAs have even received their HSG promotions who have been recruited along with the then PAs SBCO. Hence, all the PAs SBCO posts who have completed minimum 5 years of service may be upgraded to LSG which they should have got long before at par with the general line PAs. This will not cause any disruption in the cadre as there are hardly 250 PAs SBCO all over India.
This Association requests the Honorable Secretary post to upgrade all the PAs SBCO posts remaining with minimum 5 years of service to LSG in the same places where they are working at present as this is the only promotional avenue to them. Also, there will not be any PAs SBCO after this up gradation which is the ultimate wish of the administration.
In case, if this upgradation cannot be done then cadre restructuring is to be done immediately for increasing the promotional avenues of PAs SBCO cadre.
5. Request to grant permission for weeding out the old records at SBCO units:
Our Association requests to grant permission for weeding out of old records (time barred vouchers along with consolidation reports) at SBCO units in all the circles, as the records are overflowing and no space to preserve the current records (vouchers). Permission for weeding out to be issued periodically as and when asked for making the preservation of records process easy and systematic. Some Circles have misunderstood the DG Posts D.O. No. FS-10/57/2022-FS-DOP-Part (2) in which there was a mention about the records checked in connection with POSB reconciliation work. As such there is no connection of vouchers at SBCO with the POSB reconciliation work. Permission is being given for weeding out only in some circles vide the Directorate orders, but in many circles permission is not given for weeding out the time barred vouchers at SBCO citing the reason that vouchers are needed for reconciliation work. Due to denial of permission for weeding out, the vouchers are heaped for years together- even for 10 years in many SBCO units and there is no space to arrange the current vouchers. (Example: Permission is not given for weeding out of time barred vouchers at Tamil Nadu Circle).
Hence, it is requested to issue instructions to all the Circles, to grant permission for weeding out the time barred vouchers at all the SBCO units periodically.
6. Request to fill the vacancies at SBCO on tenure basis:
It is requested to give instructions to all the Circles to fill up the vacant posts in SBCO on tenure basis as mentioned in the Directorate orders dated 16.11.2024 regarding option to PAs SBCO to switch over to PA PO cadre as the same is not being followed in some Circles. This is the need of the hour, because- as per the SB Order 12/2025, Role has been assigned to SBCO regarding changes in accounting of POSB transactions which is an additional work amidst 100% voucher checking, office account checking & checking of SAP for manual voucher posting. It is requested to decrease the percentage of voucher checking due to the additional works assigned.
7. Request to consider the vacancies araised due to promotions/retirement for the SBCO officials during Rotational/request transfers before merging the same with divisions for both intra and inter circle transfers:
As per the Directorate transfer guidelines No. X-12/1/2020-SPN-II dated 12th March 2025, the guidelines have been issued to regulate the Intra-Circle transfer of PA(SBCO) officials.
This order states that “ the vacancy of PA (SBCO) cadre, which become vacant by virtue of promotion, superannuation etc. are straightaway being added in strength of PA (PO) cadre resulting in no vacancy in PA (SBCO) cadre. Due to this, Intra-Circle transfer in PA (SBCO) cadre are not being done even through TPC, because as soon as the vacancy is arising, same is being added to Postal Divisions. Matter has been re-examined, and it is reiterated that any vacancies that will arise in the future in the PA (SBCO) cadre shall not be straightaway merge with the Postal Division. Circles shall first consider the Intra- Circle transfer against vacant post of PA (SBCO) and any requests for Intra-Circle transfer in PA (SBCO) cadre may be processed thereafter by the Circle /Region Office through TPC.”
The purpose of the Directorate orders is to make the PAs SBCO accommodate as per their choice of place during rotational/request transfers. But, it is noticed that some circles are not following the Directorate orders. The vacancies araised due to promotions are not notified during rotational transfers and the requests of PAs SBCO are not considered for those vacancies.
Hence, suitable instructions may be issued to all the Circles for following the Directorate orders and to consider the places of choice of the PAs SBCO during Rotational/Request transfers. Such vacant post may be kept open for PAs SBCO till the next Rotational transfer, till such time those vacant posts may be filled on temporary basis by the Divisions. After the Rotational transfer, those unfilled vacant posts may be merged with Division and filled on tenure basis.
8. Request to post PAs SBCO within division:
Wherever more than one HO is available at any division, the request for transfer within the division to be considered by transferring the PA SBCO along with the post to the concern HO where there is no PA SBCO post. This can very well be done as the total establishment of the division will not change.
9. One time relaxation in minimum qualifying service condition for promotion to the cadre of Higher Selection Grade-II to be extended for the year 2024 & 2025 also:
Our Association is very much thankful to the Department for relaxing the minimum qualifying service from 6 years to 4 years for promotion to the cadre of HSG II which was an important demand since years together vide the Directorate letter No.X-4/2/2020-SPN-II dated 09.02.2024. It is requested to extend the relaxation for the years 2024 & 2025 vacancies also so that more officials will be benefited and the Department also would get qualified supervisors soon.
10. Request to fill up the vacant HSG I posts on ad-hoc basis:
As per the Dureja Part IV -SBCO Procedures: APPENDIX 13- MISCELLANEOUS STAFF MATTERS RELATING TO S.B.C.O., PAIRING AND INTERNAL CHECK ORGANISATION: Rule 18: which is read as :
“Filling up of the Posts of HSG-I from amongst HSG II on ad-hoc basis in SBCO : — The question of filling up of the posts of HSG-I Head Clerks in SBCO from amongst HSG II Head Clerks has been under consideration of this office, since a number of posts were reported to be lying vacant due to non-availability of eligible officials with three years service at their credit. Now it has, therefore, been decided that these posts of Head Clerks in HSG I Cadre in SBCO may be filled on ad-hoc basis from amongst HSG-II Head Clerks who have rendered at least one year service either on ad-hoc or regular basis. Such ad-hoc promotees will not have any claim for regular promotion as HSG-I which will be made only as per provisions of the recruitments rules.”
It is requested to fill the vacant HSG I posts in SBCO on ad-hoc basis from amongst the willing HSG II officials rendered at least one year service on ad-hoc basis which will pave way for the smooth functioning of the HSG I offices with heavy transactions. This will not only enable those offices with vacant HSG I posts to get regular supervisors but also ensure efficient functioning of those SBCO units.

Respected Sir,
On behalf of AIPSBCOEA, it is brought to the kind notice of the Honorable Secretary Post about the irregular recovery of many Lakhs of Rupees imposed on the SBCO staff in the name of Contributory negligence for petty lapses against the intentional misappropriation of some other delinquent officials who cause the pecuniary loss to the Government.
Contributory Negligence /Irregular recovery imposed on SBCO staff:-
Duties of SBCO staff are well defined in Manual for SB Control, Pairing and ICO Procedures and SB Orders issued from time to time. Accordingly the SBCO officials are exercising the decentralized Audit and Accounts duties and their work actually start after accounting of the transactions. Therefore penalizing the SBCO employees by imposing the recovery of loss irrationally for frauds committed in the Saving Schemes in sub-offices and branch offices is contrary to the statutory rules. The SBCO staff are not related to any type of monetary transactions and accordingly they should not be identified as sub-offender/co-offender in misappropriation cases. It is clearly laid down that under Rule 11 (iii) CCS (CCA) Rules 1965, the penalty of recovery can be imposed on a Government servant only when it is established that a Govt. Servant is directly responsible for the act of negligence and breach of orders causing the financial loss and accordingly the SBCO staff should not be held responsible for any type of recovery in misappropriation cases as they did not contribute either directly or indirectly to the fraud and SBCO staff may be exempted from recovery under contributory negligence as they are not involved directly in monetary transactions.
As per the D.O. No. INV-17/18/2021-INV dated 05.08.2025 from DG Post to the CPMG Gujarat Circle, “there is inordinate delay in finalization of disciplinary proceedings against the principal offenders and recovery of loss from them. It was also emphasized that immediate appropriate action under the Revenue Recovery Act (or similar provisions in respective States) is to be initiated against the main or Co-offenders, even when they possess movable or immovable assets/ In a majority of cases, the actual recovery from the primary offenders has been minimal or negligible, despite their direct involvement in the misappropriation. In several cases, accountability appears to be placed on subsidiary offenders through recovery actions, often without adequate assessment of their actual contributory negligence. This not only results in avoidable litigation before judicial forums such as CAT and Courts, but also undermines the credibility of the disciplinary process It may be recalled that this issue was addressed earlier vide DG (Posts) D.O. letter No.INV-17/18/2021-INV-DOP dated 29.11.2021. All possible efforts must be taken to recover misappropriated amounts from the main and co-offenders. The letter also warranted the urgent and personal intervention of the CPMG with particular emphasis on initiating recovery of misappropriated funds from the main and co-offenders through all legally available avenues, including action under the Revenue Recovery Act.”
But usually, at ground level there is a practice of recovering the amount misappropriated from the other innocent officials who come into the scene only after the delinquent official has defrauded the amount intentionally by himself. The relevant vouchers/consolidations are sent to the Accounting office only on the next day of the transaction where it is handed over to the SBCO branch. The officials of SBCO have not seen the depositor, or collected money from him, or tallied the cash across the counter for the particular day of transaction on which the fraud happened. Only with the available documents received, voucher checking is done for the H.O and all the S.Os under it by hardly 2-3 SBCO officials on the next day. Now, each and every transaction has to be checked through the vouchers received at SBCO 100% for all the offices including H.O and the S.Os under it for that particular date. Even if the SBCO officials have checked the relevant vouchers for all the criteria as per the SB orders and procedures, the occurrence of fraud cannot be prevented as already the fraud had taken place on the previous day itself. Moreover the fraudulent person usually do not commit any omission in the vouchers mishandled by him to do the fraud. In this situation it is very shocking that how the administration wants to put the innocent SBCO officials into trap for recovering the amount which was defrauded by a criminal intentionally, without recovering the amount directly from the person who has done the misappropriation.
As mentioned above the innocent SBCO employees who is in no way connected in the frauds are made scape goats for only working for the Department and Auditing the POSB transactions sincerely amidst the technical issues, staff shortage and all the draw backs of the software which is not in a way that each and every fraud can be detected by them. The fraudulent person finds every possibility/loop hole to commit frauds in the Manual/SanchayPost/CBS/GL integrated scenario/APT 2.0 whatever it is.
Summarizing the rules and facts, it is submitted that the delinquent official who involves in the fraud directly across the counter only to be punished with the recovery of amount misappropriated and not the innocent SBCO officials whose role is to check the transactions with the documents received on the next day.
One Example of such inordinate delay pertaining to West Bengal Circle is as below:
A disciplinary proceeding and non-settlement of retirement benefits against Shri. Joydeb Mondal, Retired Supervisor,SBCO, Suri H.O., Birbhum Division. A charge sheet was issued under Rule 14 CCS (CCA) Rules, 1965 and subsequently converted into Rule 9 (now Rule 8 of CCS (Pension) Rules, 2021) proceedings. The Inquiry officer, vide report dated 12.05.2023, has declared that charges against Shri. Mondal could not be substantiated. Yet, instead of closing the case, the report was communicated only on 01.11.2023 (after a delay of six months against the prescribed 15 days), and his representation dated 30.11.2023 has not been acted upon till date. The actual officers of Suri HO responsible for the misappropriation have not been proceeded against, whereas Shri. Mondal, found innocent by the Inquiry Officer, continues to face harassment. The settlements like Death-Cum Retirement Gratuity, leave Encashment, Commutation of Pension and 3rd MACP arrears since June 2017 remain withheld for over 4 years, causing a financial loss of Rs. 31, 73, 416/-. He is surviving solely on provisional pension, with two unmarried daughters dependent on him, he is unable to discharge his basic social responsibilities, including marriage and medical contingencies.
In the light of the above facts, the respected Secretary Post may kindly interfere and issue clear instructions to all Disciplinary Authorities to adhere to rules strictly and not to impose recovery under contributory negligence on the innocent SBCO officials who are not involved in the monetary transactions directly and to recover the whole amount of misappropriation from the Primary Offender who committed the fraud by himself and to file case against such person for putting him behind the bars. This act will surely decrease the frauds and will act as a deterrent to those delinquent officials (Primary Offenders) who intend to do frauds and will constitute a threat/warning to them.
It is requested that SBCO officials (PAs SBCO and Supervisors SBCO) may be exempted from contributory negligence as they are not involved directly in monetary transactions.
A kind intervention is needed for the non-settlement of retirement benefits to Shri. Joydeb Mondal, Retired Supervisor, SBCO, Suri H.O., Birbhum Division to the tune of Rs. 31, 73, 416/- due to delay in disposal of the disciplinary proceedings against him for years together.

Our Association likes to draw your kind attention towards the promotional avenue w.r.t PAs SBCO. As of now, there are very few PAs SBCO throughout the country after giving merger options many times. This Association has been demanding for Cadre restructuring since more than ten years which is the only hope for the promotional avenue to PAs SBCO. But this demand is not yet being implemented till date. All general line PAs have even received their HSG promotions who has been recruited along with the then PAs SBCO. Hence, all the PAs SBCO posts who have completed minimum 5 years of service may be upgraded to LSG which they should have got long before at par with the general line PAs. This will not cause any disruption in the cadre as there are hardly 250 PAs SBCO all over India.
This Association requests the Honorable Secretary post to upgrade all the PAs SBCO posts remaining with minimum 5 years of service to LSG in the same places where they are working at present as this is the only promotional avenue to them. Also, there will not be any PAs SBCO after this upgradation which the administration wishes.

K Sivaprasad was appointed as PA SBCO on 21.12.1998 who is now working as PA SBCO Kurnool HPO (Andhra Pradesh Circle) and is the only PA SBCO in Kurnool Region. He is requesting for Rule 38 transfer to Telangana Circle – either to Charminar HO or Secunderabad HO which are going to be vacant due to the promotion of PAs SBCO as LSG Supervisors during this December month. Respected Sir,
On behalf of All India Postal SBCO Employees Association, a kind attention is invited towards the references and the subject cited above to bring SBCO under the control of GM PA & F.
This Association would like to focus on the decentralization of the PAOs. As the staff of PAOs are not in favor of decentralization, I would like to express the willingness of the SBCO officials who are already established at the Head Post Offices level to perform the works to be assigned to the PAO staff after decentralization under the control of the concerned AO/GM PA&F. This will be very much apt, as both SBCO and PAO were bifurcated from the same parent organization AG P&T during 1960 and 1976 respectively as detailed above. Both the wings are performing the same nature of Audit work, interlinked with each other in every way. SBCO is functioning at Hos and performing the checking and auditing work on behalf of PAO only.
The SBCO officials may kindly be brought under the Control of GM PA & F which is our long pending demand. This will fulfill the staff shortage in PAOs and ease the process of decentralization as already the SBCO officials are established at all HPOs. Moreover, works related to POSB accounts (all SB Categories) including reconciliation is being allotted to and done by the SBCO officials on behalf of DAP. The SBCO officials are ready to take up any such works which is expected to be done by the officials of PAO after decentralization under the Control of GM PA & F.
No reply is yet received for the Association’s demand for changing the control of SBCO officials to GM PA&F. A letter regarding change of control of the SBCO officials to GM PA&F was already sent vide letter No AIPSBCOEA/CHQ/Proposal for change of control of SBCO to GM PA & F/2022 Dt: 26.12.2022. Our Association is demanding that all the SBCO officials may be brought under the control of GM PA&F and are willing to perform the works expected to be done by the Postal accounts officials after decentralization as the staff of PAO are unwilling for decentralization. We SBCO officials are already decentralized and our works are similar in nature with that done by the PAO officials, hence all the SBCO officials may be brought under the control of GM PA&F not only to meet the long pending demand of the Association but also to fulfill the staff shortage experienced in all the PAOs and strengthen the Accounts and Audit of the Department of Posts.
Hence, on behalf of All India Postal SBCO Employees Association, it is once again requested to bring SBCO under the control of GM PA & F not only to pave way for augmentation of Audit and Accounts but also for the amelioration of the Department.

Priority to SBCO officials during transfers:
It is requested that all the SBCO PAs need to be given priority during transfers or consider their requests for transfers to post them according to their choice of preference.
As per the Annexure'A to Letter No. Q-25/1 1/2022-PE-I-DOP dated 16.ll.2022:
1. Modalities for merger of Postal Assistant (SBCO) cadre:
h) However, sanctioned establishment (number of sanctioned posts) of SBCO Branch, as decided from time to time, will continue to remain the same for the purpose of posting of officials.
j) Posting of PA in SBCO will be done from Postal Divisions on tenure basis through Transfer and Placement Committee (TPC) of the Division. However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter, the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO.
So, the posts in SBCO establishment including the merged posts to be notified during Rotational transfers to post the PAs SBCO first by the corresponding Regional offices and then the remaining vacancies to be filled by the divisional heads.
Priority to be given to the SBCO officials because there are only very few officials who are remaining back and moreover they were recruited as PAs SBCO exclusively who obviously have full right to claim any of the posts in SBCO rather than the general line PAs.
All PAs SBCO may be given their choice of preference even if it is a merged post. During Rotational Transfers all the posts including merged posts to be notified for PAs SBCO.
(or) One-time option may be given to all PAs SBCO to choose any SBCO unit of their choice and to rotate them thereafter on tenure completion. (or) All PAs SBCO may be posted in any HO under the same division where they are working even if there is no PA SBCO post, by transferring the official along with the post and deploying one PA post to the place from where the official is being transferred.
This is the need of the hour as there are very few PAs SBCO posts available (single or hardly double digit numbers in all the circles throughout the country) and far away from each other to rotate the PAs SBCO and creating a mental stress to all the PAs SBCO during each Rotational/Request transfer.
The above priority may kindly be extended to all the rule- 38/inter circle transfer cases also.

Respected Sir/Madam,
It is nearly two years since the merger of SBCO officials with PA PO cadre. This has resulted in huge merger of SBCO officials with PA PO cadre leaving back a meagre PA SBCO strength in all SBCO units throughout the country.
Resultantly, our association has come across clear information that the orders are not implemented in letter and spirit regarding posting of PA PO cadre officials in SBCO on tenure basis. With meagre strength of the SBCO officials they are struggling hard to carry out even the day to day works. In the due course the works assigned and performed by SBCO were liquidated. Voucher checking, raising Objections for irregularities. preparing periodical reports, preservation of records, maintaining the registers asked during AAO ICO(SB) inspection, Interest adjustments, checking of manual postings in SAP, office accounts, deleted & unverified accounts and POSB reconciliation are done in SBCO. Only the SBCO officials can manage this type of work.
Due to merger of SBCO officials with PA PO cadre and posting of PA PO officials in SBCO, there is double establishment in each SBCO and controlled by two different authorities – One from Regional office and another from Divisional office. This makes a lot of confusion in the ground level.
In order to streamline the work flow and Administrative convenience, our association has put forth the following suggestions:
1. The SBCO Cadre shall be made a Divisional cadre and the PA SBCO officials may be allotted to the divisions as per their choice as one time measure. Further postings during rotational transfers will be confined to SBCO in that division itself.
2. The officials working in particular divisions having one HO shall be subjected to seat rotation in the same SBCO unit on tenure basis like the officials of PA CO / RO. (or) as per their choice of request to other divisions if given by the SBCO officials.
3. To fill up the remaining posts of PA SBCO, willingness may be called for from the PA PO cadre officials to switch over to SBCO wing in all Divisions and they shall be permanently absorbed in the vacancies of PA SBCO.
4. For vacancies which still remain in SBCO even after switch over of PAs PO to SBCO new recruitment shall be made.
5. If an official is seeking transfer to SBCO unit in other division/region/circle, that may be considered as per the provisions of Rule 38 transfer existing in PA PO cadre.
6. Since implementation of CSI - FSI integration is complete and more number of vouchers are heaped each and every day the quantum of work has drastically increased in SBCO. Hence, percentage checking shall be implemented for PA SBCO and Supervisory cadre in SBCO.

On behalf of AIPSBCOEA CHQ, it is brought to the kind notice of the respected Chief Postmaster General regarding grant of immunity from transfer to the Circle Secretary Sri. Alok Kumar Mallick, LSG Supervisor, Chandinchowk HO. As per the transfer order number mentioned in reference 2 above, though the official has given request for Bhubaneswar GPO which is vacant, Sri. Alok Kumar Mallick is transferred to Nayagarh HO which is more than 150 kms from his native.
Sri. Alok Kumar Mallick has worked in Rayagada HO, Kendrapara HO, Jaipur HO and Chandinchowk HO with dedication during his 15 years of service. Moreover, he is the only son of his parents who are facing old age illness. His son is studying at Kendriya Vidyalaya-1, CDA Cuttack-1. He is the only male member to take care of his family.
Hence, it is requested to post the Circle Secretary at the Circle Head Quarters Odisha , either Bhubaneswar GPO or adjusted at Khurda HO for performing the activities of the Association and coordinating with all the members and higher ups without facing any difficulties.
The activities and functioning of the Association will be very much affected due to non- availability of the Circle Secretary at the Circle Headquarters. Hence , the respected Chief Postmaster General may kindly look into the matter immediately and issue favorable orders to transfer the Circle Secretary of AIPSBCOEA to the Circle Headquarters under immunity grounds which is the need of the hour for the smooth functioning of the Association.

The following Resolutions were passed unanimously in the 7th All India Conference of All India Postal SBCO Employees Association held on 29.01.2024 and 30.01.2024 at MLA Hostel, Civil line Nagpur-Maharastra.
Cadre Restructuring of SBCO:
On behalf of our All India Postal SBCO Employees Association, letters have been written for implementing the Cadre Restructuring for SBCO vide letter numbers:
Ref.No:AIPSBCOEA/CHQ/letters/Dated-28.08.2019,25.11.2019,02.12.2019,18.5.2020,09.07.2020, 13.07.2020, 30.09.2020 and 29.01.2021, 30.08.2021, 04.07.2022 & 25.11.2022.
The SBCO officials recruited for the same year at par with the General line PAs have not yet received their LSG promotions. But the General line PAs have received their LSG promotions due to Cadre restructuring and now switched over to their HSG II promotions. The situation of SBCO officials though being recruited in the same year unlike the General line officials are very much behind in their career uplift (LSG PROMOTIONS) and facing monetary loss due to non- grant of Cadre restructuring to SBCO. As there are very few supervisory posts in SBCO, the PAs SBCO are not able to get their LSG promotions. They are forced to decline their promotions either for non availability of posts in the regions where they are working or as the few posts available are in the areas very far from their established place. The MACPs are not being awarded as they decline their promotion which is against natural justice. Though MACP is only a financial upgradation for the completion of 10, 20 and 30 years of service and not a promotion, the same is being denied when they decline their LSG promotions. Also, after merger only 15% to 20% of PAs SBCO are remaining back, if cadre restructuring is implemented all units of SBCO will have a LSG post which will enable the PA SBCO remaining to accept the LSG promotions without declining and switch over to next level of their career. This will not only benefit the SBCO officials but also full fil the purpose of administration of reducing the numbers in PAs SBCO Cadre.
Hence it is requested to implement Cadre restructuring to SBCO without further delay.
2. Request to stop irregular recovery imposed on SBCO staff in the name of contributory negligence for petty irregularities:
On behalf of AIPSBCOEA, it is brought to the kind notice of the Honorable Secretary Post about the irregular recovery of many Lakhs of Rupees imposed on the SBCO staff in the name of Contributory negligence for petty irregularities which is recently becoming a burning issue in SBCO cadre as if it is a punishment for serving in the Department of Post after being very much qualified with so many professional/master degrees and dreams about their future career ; for the intentional misappropriation of some other delinquent officials who cause the pecuniary loss to the Government.
Contributory Negligence /Irregular recovery imposed on SBCO staff:-
Duties of SBCO staff are well defined in Manual for SB Control, Pairing and ICO Procedures. Accordingly the SBCO staff are exercising the decentralized Audit and Accounts duties and their work actually start after accounting of the transactions. Therefore penalizing the SBCO employees by imposing the recovery of loss irrationally for frauds committed in the Saving Schemes in sub-offices and branch offices is contrary to the statutory rules. D.O.No. INV-17/18/2021-INV-DOP Dated 29.11.2021 issued by the Director General is not being followed and in each and every fraud case the innocent SBCO officials are being trapped and imposed penalty of recovery in the name of contributory negligence which has to be stopped immediately.
The SBCO staff are not related to any type of monetary transactions and accordingly they should not be identified as sub-offender/co-offender in misappropriation cases. It is clearly laid down that under Rule 11 (iii) CCS (CCA) Rules 1965, the penalty of recovery can be imposed on a Government servant only when it is established that a Govt. Servant is directly responsible for the act of negligence and breach of orders causing the financial loss.
Therefore, the implication of this OM is to recover the entire loss from the delinquent official but the recovery may be spread over till entire loss is discovered.
The entire loss caused to the Government is to be recovered from the Delinquent official only. The meaning of “Delinquent” is one who is proved to be the “accused” or the “criminal” who has committed the theft himself to cause the misappropriation. So, the recovery of amount should be levied on him, if he doesn’t have liquid cash then his properties can be seized/attached by court to bear the loss. Anyhow, he will be possessing the fraudulent amount in his name/family members/in the form of assets. So, amount should be recovered only from the delinquent official through any one source as mentioned above and very serious cases to be filed against him to put behind the bars.
But usually, the Administration is recovering the amount misappropriated from the other innocent officials who come into the scene only after the delinquent official has defrauded the amount intentionally by himself. The relevant vouchers/consolidations are sent to the Accounting office only on the next day of the transaction where it is handed over to the SBCO branch. The officials of SBCO have not seen the depositor, or collected money from him, or tallied the cash across the counter for the particular day of transaction on which the fraud happened. Only with the available documents received, voucher checking is done for the H.O and all the S.Os under it by hardly 2-3 SBCO officials on the next day. Now, each and every transaction has to be checked through the vouchers received at SBCO 100% for all the offices including H.O and the S.Os under it for that particular date. Practically speaking, almost all the SBCO units throughout the country are filled up by 2/3rd of the total sanctioned strength only. Also, even if the SBCO officials have checked the relevant vouchers for all the criteria as per the SB orders and procedures, the occurrence of fraud cannot be prevented as already the fraud had taken place on the previous day itself. Moreover the fraudulent person usually do not commit any omission in the vouchers mishandled by him to do the fraud. In this situation it is very shocking that how the administration wants to put the innocent SBCO officials into trap for recovering the amount which was defrauded by a criminal intentionally, without recovering the amount directly from the accused who has done the misappropriation.
This is nothing but, indirectly supporting the criminal who has misappropriated the amount and caused the pecuniary loss to the Government. This is a way of encouraging frauds and patronizing the criminals who misappropriate amounts in crores in this technical/technological scenario. So, a mentality has developed among such black sheep who have a crooked mind of indulging in frauds that the amount he will swindle will be collected from some other innocent officials and not from him fully. So, the amount he has not repaid to the Department will be a profit for such a person. Automatically, in this business minded world, such criminals will continue to do the frauds unless and until very strict methods are not adopted to collect the full amount from the concerned person who has misappropriated the amount intentionally and very serious cases to be filed against him to put him behind the bars.
As mentioned above the innocent SBCO employees who is in no way connected in the frauds are made scape goats for only working for the Department and Auditing the POSB transactions sincerely amidst the technical issues, staff shortage and all the draw backs of the software which is not in a way that each and every fraud can be detected by them. Every possibility/loop hole would be there for a fraudulent person to commit frauds in the CBS/GL integrated scenario whatever it is. Hence, the SBCO staff should not be held responsible for any type of recovery in misappropriation cases as they do not contribute either directly or indirectly to the fraud and SBCO staff may be exempted from contributory negligence as they are not involved directly in monetary transactions.
3. Change of Control of SBCO to GM PA & F/Absorption of SBCO officials into DAP:
The AIPSBCOEA, has already expressed the willingness of the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) who are established at the Head Post Offices level to perform the works to be assigned to the PAO staff after decentralization under the control of the concerned AO/GM PA&F vide many such letters before (.Dt-19.12.2020, Dated:06.01.2022, Dt: 10.02.2022, Dt: 09.03.2022, Dt: 17.05.2022, Dt- 20.12.2022, Dt: 26.12.2022, 21.01.2023, 08.06.2023 & 29.03.2023). This will be very much apt, as both SBCO and PAO were bifurcated from the same parent organization AG P&T during 1960 and 1976 respectively as detailed in the letters sent already. Both the wings are performing the same nature of Audit work, interlinked with each other in every way. SBCO is functioning at Hos and performing the checking and auditing work on behalf of PAO only.
The SBCO officials may be brought under the Control of GM PA & F or absorb them directly to the Postal Accounts wing which is our long pending demand. This will fulfill the staff shortage in all the PAOs. Moreover, works related to POSB accounts (all SB Categories) including reconciliation is being allotted to and done by the SBCO officials on behalf of DAP. The SBCO officials are ready to take up any such works which is expected to be done by the officials of PAO after change of control/absorption into Postal Accounts.
This is the right time whereinall the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) who are remaining in SBCO Cadre approximately 300 after merger may be brought under the control of GM PA&F/absorb them totally into PAO not only to meet the long pending demand of the Association but also to fulfill the staff shortage experienced in all the PAOs to strengthen the Accounts and Audit of the Department of Posts.
There is no need of any specialized training to the SBCO officials as already all of them are well versed with auditing and accounting work. Control change/absorbing all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) into Postal Accounts wing for utilizing them effectively to strengthen the Audit and Accounts, can be done without much dislocation or difficulty, as only very less number of SBCO employees are left over in the cadre throughout the country after merger.
Hence, on behalf of All India Postal SBCO Employees Association, it is once again requested either to change the control of SBCO to GM PA & F or to absorb all the SBCO officials (PAs SBCO including LSG, HSG II & HSG I Supervisors in SBCO) remaining after merger in SBCO into the Postal Accounts wing. This will not only to pave way for augmentation of Audit and Accounts but also for the amelioration of the Department. This step of control change or absorption of all the SBCO officials into the Postal Accounts will be a milestone in the Audit and Accounts wing as the same will enhance the safety and security of public money invested, ensure proper auditing of the Departmental income and expenditure, meet the staff shortage of all the Postal Accounts wing and ultimately fulfill the expectation of the Department and the long pending demand of our Association.
4. Request to fill up all the vacancies araised in SBCO due to merger:
As per the Directorate order dated 16.11.2022, all the vacancies araised in SBCO due to merger to be filled by the concerned divisional heads on tenure basis. But this is not followed seriously at ground level due to which all the supervisors are facing hardship to complete the day today voucher checking and other related works. Hence, filling up of vacancies up to the sanctioned strength to be emphasized again from Directorate to ensure smooth functioning of SBCO.
5. Priority to SBCO officials during transfers:
It is requested that all the SBCO PAs including Supervisors need to be given priority during transfers or consider their requests for transfers to post them according to their choice of preference. All the posts in SBCO establishment including the merged posts to be notified during Rotational transfers to post the PAs SBCO first by the corresponding Regional offices and then the remaining vacancies to be filled by the divisional heads. Priority to be given to the SBCO officials because there are only very few officials who are remaining back and moreover they were recruited as PAs SBCO exclusively who obviously have full right to claim any of the posts in SBCO rather than the general line PAs. All PAs SBCO may be given their choice of preference even if it a merged post. For instance, if only one PA SBCO is there throughout a region/circle, will he not be transferred till his retirement? Such official has to be given any place which is preferred by him/her even if it is merged and then the other vacancies to be filled by the divisional heads. In case, if a PA SBCO claims a merged post he/she has to be given that post and the general line PA if posted on tenure basis in that place, can very well be shifted to any other post/place in that HO as this cannot be done in case of PA SBCO. This is the need of the hour as there are very few PAs SBCO posts available and far away from each other to rotate the PAs SBCO and creating a mental stress to all the PAs SBCO during each Rotational/Request transfer. The above priority may kindly be extended to all the rule- 38/inter circle transfer cases also.
6. Weeding out permission:
As the POSB reconciliation work is in process, permission is not given to weed out the time barred records in the SBCO units which is leading to over flow of records. The accounts and the balance of V2 SBCO system data is being compared for the reconciliation work with the Sanchay post migrated data. The vouchers and consolidations after migration are accumulated at SBCO units and have no role to play in the POSB reconciliation process as only the records pertaining to the migration period from end of the year 2014 to 2016 is required. The vouchers with consolidations are only heaped day by day without space. Hence, permission may kindly be accorded for weeding out the time barred vouchers and consolidations for the periods (years) before and after 2014-2016 to create space for preserving and arranging the current vouchers without difficulty.
It is kindly requested that all the above demands of SBCO may be taken up seriously and settled without delay.
