On behalf of the AIPSBCOEA CHQ, it is brought to the kind
notice of the respected Chief Postmaster General ,Jharkhand Circle regarding
the Guidelines for rotational transfers of Group-C,Group-B(Gazetted and
Non-Gazetted) and Group-A(JTS and STS) officials/officers working in a Circle
for the year 2021-22 issued by Directorate vide reference 1 as above which is a
very appreciable one during this Pandemic spread.
As per the Guidelines under Sl
no-VIII :Transfers at own request and
cost may be allowed. Some of the SBCO officials who are working in
offices at very long distances from
their home/residence have requested for transfer to the offices near their
places of residencemay kindly be considered sympathetically as per the
Directorate orders dated 19.5.2021 as mentioned vide Sl no-VIII to cause
favorable orders and relieve them to join the new place of posting as per their
request.
One Shri. Deepak Kumar
working as Chief Supervisor SBCO (HSG I)
at Jamshedpur HO may kindly be
considered for transfer to Dhandbad HO as Chief Supervisor, SBCO for which he
is ready to forego TA and TP. The family of the official is residing at Bokaro
steel city whose wife is a chronic diabetes patient and also suffering from
rheumatism undergoing treatment at Bokaro. As Shri Deepak kumar is working far
away from his residence at Jamshedpur HO, there is no one to take care of his
wife and he himself is a sugar patient and is in food restriction besides
medical treatment. Considering these situations, Shri Deepak kumar may kindly
be transferred to Dhanbad HO as Chief Supervisor, SBCO which will enable the
official to work effectively with mental peace, avoiding double establishment
and to be with his family to give them
moral support during the vigorous spread of the Covid -19 Pandemic spread.

On behalf of the AIPSBCOEA CHQ, it is brought to the kind
notice of the respected Chief Postmaster General , UP Circle regarding the Guidelines
for rotational transfers of Group-C, Group-B(Gazetted and Non-Gazetted) and
Group-A(JTS and STS) officials/officers working in a Circle for the year
2021-22 issued by Directorate vide reference 1 as above which is a very
appreciable one during this Pandemic spread.
In the Guidelines under Sl no- II : Extension
of one year shall be allowed to all those who have completed their post tenure
of four(4) years on non-sensitive posts. Since the posts of SBCO
officials are identified as
Non-sensitive , obviously the condition briefed under Sl no –II is applicable
to SBCO officials and hence Extension may be granted to officials representing
for the same to avoid any hardships.
As per the Guidelines under Sl
no-VIII : Transfers at own request and cost may be allowed. Some of the
SBCO officials who are working in offices at very long distances from their home/residence have requested for
transfer to the offices near their places of residence ; Within the Regions
(or) from one Region to another Region (or) to other Circles. Many officials
have received their orders for place of posting to other Circles but not yet
relieved since one year. Hence such cases of request transfers of officials
working far away from their residence may kindly be considered sympathetically
as per the Directorate orders dated 19.5.2021 as mentioned vide Sl no-VIII to
cause favorable orders and relieve them to join the new place of posting. This
will enable the officials to work effectively with mental peace, avoiding
double establishment and to be with
their family members to give them moral support during the vigorous spread of
the Covid -19 Pandemic spread.

On behalf of the All India Postal SBCO
Employees Association CHQ, it is brought to the notice of the respected Chief Postmaster
General UP Circle regarding the guidelines issued by the Directorate for the
Rotational transfers for the year 2021-2022 as cited in the reference above.
The SBCO officials (10 officials) were
ordered Rotational transfer vide the Memo no.RPV/STA/SBCO/RT/2021 dated at
Varanasi 22.04.2021.But as the second phase of Covid-19 was at peak by that
time, the Directorate had issued orders on 19.5.2021 that the Post tenure of
non- sensitive posts are 4 YEARS and one year Extension may be allowed to all
those who have completed their post tenure of four (4) years on non-sensitive
posts. This is applicable to all the SBCO officials as SBCO posts are identified
as non-sensitive .Also, as per Sl.No.X in the guidelines “ Inall the cases
where rotational transfer orders have already been issued, such orders shall be
reviewed on the basis of above guidelines by the next higher authority or the
CPMG as the case may be.”
Hence,it is again requested by the
AIPSBCOEA CHQ , that the officials who have represented for extension of tenure may kindly be
considered as per the guidelines to avoid any inconvenience to them and their
family members during this pandemic situation.
