LETTER TO THE SECRETARY POSTS REGARDING MERGER ORDER FOR THE OFFICIALS WHO WOULD REMAIN IN SBCO:
Ref. No: AIPSBCOEA/Letter regarding merger order/2023 Dt- 21.01.2023
To
Sri. Vineet Pandey,
Secretary,
Department of Posts,
Dak Bhawan, Sansad Marg,
New Delhi- 110 001.
Respected Sir,
Sub: Letter regarding merger order- Reg…
Ref: 1. Directorate letter No. Q-25/11/2022-PE-I-DOP
dated 16.11.2022.
2.
AIPSBCOEA CHQ Letter Nos. AIPSBCOEA/Merger
of PA(SBCO) with PA(PO)/2022 dated
21.11.2022, 06.12.2022 & 20.12.2022.
On behalf of the All India
Postal SBCO Employees Association CHQ, a reminder for the suggestions with
regard to the above mentioned Directorate’s order of merger is sent for
issuance of favorable orders please.
It is requested to issue instructions
to all the circles to consider all the inter and intra circle transfer requests
of SBCO officials which are pending within a cut-off date and posted to their
home circles/divisions as a one- time measure.
For officials
who remain in SBCO:
Suggestions:
After PA(SBCO) opt for PA(PO) all the officials who
remain in SBCO shall be given one time option to choose the place of posting in SBCO and
establish themselves, by initiating the
rotational transfer for the year
2023 by January ‘2023 itself so
that in future all the PAs(SBCO) will have a chance to get rotated among
themselves and have places as per their choices for transfer/posting , after which the remaining
vacant posts in SBCO may be added to the Postal Divisions.
This will also be a consideration of all the request transfer cases pending
among the SBCO officials within the circle. Otherwise the officials who will
remain in SBCO and whose request transfers are pending will not have a chance
of getting their place of choice.
The posts which fall vacant in SBCO due to merger with
PA(PO) and already vacant which will be shown in the SBCO establishment as per
the Directorate order may also be notified by RO/CO as usual for
transfer/posting of the PA(SBCO) first and then the remaining posts may be
filled by the divisional head.
I.
General
suggestions:
1. The
future of the LSG/HSG officials is yet to be clarified.
2. The
In charge posts of SBCO may be identified and filled only by the SBCO officials
who do not opt for PA (PO).
3.
No reply is yet received for the Association’s
demand for changing the control of SBCO officials to GM PA&F. A letter regarding change of
control of the SBCO officials to GM PA&F was already sent vide letter No AIPSBCOEA/CHQ/Proposal for change of control of SBCO to GM PA
& F/2022 Dt: 26.12.2022. Now some of the Circles have called for
willingness of officials to work at the O/o the GM(PA&F) on deputation
basis : for instance Letter No.STC/36-160/21 dated at Chennai 600 002 the
12.01.2023 issued by the O/o the CPMG, Tamil Nadu Circle, Chennai 600 002. Our
Association is demanding that all the SBCO officials may be brought under the
control of GM PA&F and are willing to perform the works expected to be done
by the Postal accounts officials after decentralization as the staff of PAO are
unwilling for decentralization. We SBCO officials are already decentralized and
our works are similar in nature with that done by the PAO officials, hence all the SBCO officials may be brought under
the control of GM PA&F not only to meet the long pending demand of the
Association but also to fulfill the staff shortage experienced in all the PAOs
and strengthen the Accounts and Audit of the Department of Posts.
4. Cadre restructuring
is to be done immediately to give a chance of promotion to the officials who
will remain in SBCO before effecting the merger order.
The PA (PO) officials have already got cadre restructuring benefit since 2017
but the SBCO officials with the same date of appointment of the PA (PO) have
not yet received their LSG promotions and already facing monetary loss since
2017 due to non availability of LSG/HSG posts in SBCO. This will also fasten
the process of reducing the PA(SBCO) cadre as those will be upgraded into LSG
posts.
5.
One time relaxation of the RRs of the
HSG II, HSG I & HSG I (NFG) may be
given to fill all the Supervisory posts lying vacant in SBCO units.
A line of reply is highly
solicited.

for change of control of SBCO to GM PA & F/2022
Dt: 26.12.2022
Respected Sir,
On behalf of All India
Postal SBCO Employees Association, a kind attention is invited towards the
references and the subject cited above to bring SBCO under the control of GM PA
& F.
This Association would like to focus
on the decentralization of the PAOs. As the staff of PAOs are not in favor of
decentralization, I would like to express the willingness of the SBCO officials
who are already established at the Head Post Offices level to perform the works
to be assigned to the PAO staff after decentralization under the control of the
concerned AO/GM PA&F. This will be very much apt, as both SBCO and PAO were
bifurcated from the same parent organization AG P&T during 1960 and 1976
respectively as detailed above. Both the
wings are performing the same nature of Audit work, interlinked with each other
in every way. SBCO is functioning at Hos and performing the checking and
auditing work on behalf of PAO only.
The SBCO officials may kindly be
brought under the Control of GM PA & F which is our long pending demand.
This will fulfill the staff shortage in PAOs and ease the process of
decentralization as already the SBCO officials are established at all HPOs.
Moreover, works related to POSB accounts (all SB Categories) including
reconciliation is being allotted to and done by the SBCO officials on behalf of
DAP. The SBCO officials are ready to take up any such works which is expected
to be done by the officials of PAO after decentralization under the Control of
GM PA & F.
No reply is yet received
for the Association’s demand for changing the control of SBCO officials to GM
PA&F. A letter regarding change of control of the SBCO officials to GM
PA&F was already sent vide letter No
AIPSBCOEA/CHQ/Proposal for change of control of SBCO to GM PA
Hence, on behalf of All India Postal SBCO Employees Association, it is
once again requested to bring SBCO under the control of GM PA & F not only
to pave way for augmentation of Audit and Accounts but also for the amelioration
of the Department.
A line of reply is solicited please.
